Position Title: Women Empowerment Manager -Tripoli.
Position Reports to: GBV Specialist.
Field Site: Tripoli.
Date Needed: 15th March, 2020.
Essential Job Duties/Scope of Work:
Women Empowerment Manager (WEM) will oversee the GBV prevention and community empowerment activities for women and adolescent girls at Ain Tawerga Centre (Women and Girls’ Safe Space) in Janzour Navy Academy IDP Camp. WEM will work closely with GBV Manager and WGSS Manager for planning, designing and implementing activities.
Under the direct supervision of GBV Specialist, WEM will:
Supporting program implementation:
- Oversee the implementation of empowerment (soft-skill, community committees and awareness raising), GBV prevention and community-based risk mitigation activities;
- Support the GBV Specialist and GBV Manager in developing age and culture appropriate curriculum and materials for GBV awareness raising activities;
- Organize effective group activities for women and girls to strengthen their self-esteem, peer-support, and sense of community belonging.
- Plan, develop and implement the activities in line with participatory approach (age, disability and diversity mainstreaming).
- Work closely with GBV Manager, medical and mental health teams to conduct integrated awareness activities and campaigns;
- Oversee identification and registration of participant’s specific needs.
- Ensure safe referrals of those who need GBV case management, medical assistance, mental health support, and psychosocial support activities to the respective available in-house services.
- Support participatory feedback sessions with beneficiaries to feed development of further activities.
- Regularly monitor activities and provide feedback to direct supervisor, WGSS Manager and GBV Manager to ensure high quality implementation of program activities.
- Mentor and support members of the community-based committees, review and revise their ToR as needed.
- Build the capacities of officers and community committees, including developing training modules in collaboration with the GBV Specialist and MHPSS Specialist.
- Produce weekly and monthly reports on progress against targets.
- Contribute to data entry and analysis of gathered information.
- Prepare order requests to use funds for empowerment activities in line with IMC policies and procedures and donor requirements.
- Work in close collaboration with GBV Manager, WGSS Manager, PSS Counsellor, Program Manager, Medical Team and M&E Team to ensure that protection and GBV is mainstreamed throughout all activities at WGSS and that activities are compliant with IMC’s Policies, Standard Operating Procedures, and Accountability to Affected Communities.
- Manage Women Empowerment Officers on the roll out of soft-skill, awareness raising and recreational activities.
- Provide suggestions to GBV Specialist and Project Manager on observed programmatic and capacity building needs of staff and volunteers.
Staff management:
- Manage Women Empowerment Officers’ (WEOs) day to day activities.
- Provide technical supervision and support to WEOs for conducting cycled and age-appropriate soft-skill and awareness raising activities.
- Create work plans for the WEOs.
- Hold regular weekly team meetings to monitor the progress in work plan.
- Conduct performance appraisals for the supervised staff in timely manner.
Supporting coordination:
- Attend and represent IMC in the relevant coordination meetings with GBV Manager.
- Identify actors and stakeholders for further coordination in the field to ensure the beneficiaries receive the required and the most appropriate services they need.
Qualifications:
- An advance university degree (Master’s degree or equivalent) in education, social sciences, or public health is preferred. A first-level university degree in the mentioned fields in combination with one additional year of qualifying experience may be accepted in lieu of the advanced university degree.
- At least 2 years professional technical experience, including a minimum of 1 year of experience with humanitarian work in emergency/conflict or post-conflict contexts preferably.
- Excellent interactive training and facilitation skills.
- Demonstrated understanding of working with children and adults.
- Familiarity with Women’s Protection and Empowerment programming.
- Strong understanding and commitment to promote women and girls’ rights, gender equality and equity, and GBV Guiding Principles.
- Demonstrated sensitivity to protection, GBV issues, including application of the principle of confidentiality.
- Strict adherence to humanitarian and Protection and GBV Guiding principles and standards, as well as organizational policies including Code of Conduct.
- Previous experience in capacity building and mentoring of staff preferred.
- High standard of spoken and written Arabic and English is essential.
- Basic computer skills including Microsoft Word.
- Experience in regular report writing.
- Extremely strong communication skills, with good understanding of relevant cross-cultural and sensitive issues and ability to gain trust and build relationships with new communities.
- Strong problem-solving and innovation to address gaps and challenges.
- Demonstrated attention to detail and ability to produce timely and high quality of work.
- Demonstrated high level of flexibility, responsiveness, and reliability.
- Ability to work under pressure and strong time management skills to meet both short-term and long-term objectives.
Desired Skills:
- Former work experience with an international NGO or a UN Agency.
- Familiarity of working with international donors.
