Job Description

Context

Under the direct daily administrative supervision of the Supply Chain Officer in Libya Tripoli and direct operational supervision of the Supply Chain officer in Libya, the Supply Chain Assistant (Facilities Management) will provide administrative, procurement and logistics support in the Migrant Response Center in Tripoli.

Responsibilities

  •  Monitor office premises to identify needs for repairs (including electrical network and light fixtures, water and sewage system, furniture, wall painting, carpentry, garden, and A/C system). Coordinate with supervisor to address necessary improvements and upgrades, and work with the third party service provider(s) to verify that the Migrant response Center space maintenance requirements are completed in a timely manner.
  •  Coordinate with the third party service provider(s) to verify that catering is provided in a timely manner and to handle all related matters, in addition to coordinating in-house catering for meetings in the Migrant Response Center especially the ones related to COM and DCOM and Program.
  •  Coordinate with outsourced cleaners on all cleaning-related activities and report any issues to the third party service provider(s) and Supply Chain Officer.
  •  Review vendor invoices, prepare payment requests and coordinate with the Finance Unit the timely payment to suppliers/service providers.
  •  Maintain stock of office consumables and keep updated records. Coordinate with the supervisor for the timely replenishment of the stock.
  •  Verify that the office generators are operational, receive scheduled maintenance and are regularly refueled with needed supplies.
  •  When required, assist the staff with the movement of office equipment and furniture, and re-arrangement of office spaces and raise all purchase requests related to Migrant Response Center.
  •  Verify the drinking water supply of designated office and accommodation locations. Establish a stock of drinking water that is replenished in a timely manner.
  •  Monitor invoices and monthly payments of the premises (third party maintenance services, catering, rent, electricity, gas and water, etc.)
  •  Coordinate with the Asset Focal Point for any asset movement and assignment and ensure all assets are properly tagged and assist with asset verification process
  •  Perform other duties as may be assigned.

Qualifications

Education

  •  Bachelor’s degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with two years of relevant professional experience; or
  •  High school diploma/certificate with four years of relevant professional experience
  •  Certification in Procurement, Logistics or Supply Chain Management is an advantage
  •  Certificate of good conduct from the police (required if selected)

Experience

  •  Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in Enterprise Resource Planning (ERP) software (SAP and/or Oracle) is a distinct advantage;
  •  Experience in procurement and logistics and working with vendors and service providers;
  •  Experience with asset management process;
  •  Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage
  •  Experience working in an international organisation an advantage.
  •  Attention to detail, ability to organize paperwork in a methodical way with ability to prepare clear and concise report;
  •  Discreet, details and clients-oriented, patient and willingness to learn new things; and,
  •  Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

  •  Skills and knowledge in Conducting local/international procurement, clearing & forwarding, Government laws and regulations, insurance and inventory/stock/supplies and management an added advantage.

Languages

Fluency in English (oral and written).

Working knowledge of local language is an advantage. Knowledge of other languages is desirable.

IOM’s official languages are English, French and Spanish.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
