Overall objective |
Under the supervision of the Protection Coordinator, the Protection Technical Advisor is in charge of developing and ensuring the good implementation of trainings and workshops related to project objectives, including: Training of Trainers for key stakeholders on “Working with Migrants and Refugees – Humanitarian Principles and Right to Health”, as well as protection mainstreaming workshops for stakeholders and project staff.
Protection Technical Advisor’s activities fall within the framework of PUI’s medical intervention named “Libya Equal Access for Development and Recovery” in Al Jawf, Rubiyanah, Al Bayda, and Benghazi as funded by AICS. The consortium project aims to improve living conditions for the most vulnerable communities by enhancing access to basic services in the health sector. With the support of the Protection Coordinator, the Protection Technical Advisor provides technical guidance to the health team, stakeholdrs and staff to ensure protection messaging and mainstreaming is included within the project. |
Tasks and Responsibilities |
4 Capacity-Building: She/he should assess capacity needs, design capacity building initiatives (Training of Trainers, workshops) on key protection topics. As per project requirments, she/he should focus capacity-building topics on “Working with Migrants and Refugees, Humanitarian Principles and Right to Health” and “Protection Mainstreaming”
4 Maintain records and reporting on assignd project protection activities 4 Serve as technical referent for protection messaging in health activities and contribute to protection mainstreaming strategy 4 Representation and coordination: Upon request from his/her supervisors, he/she ensures and coordinates the PUI’s protection representation and technical advice in the consortium and to local authorities and other stakeholders as part of the project objectives. She/he ensures an efficient coordination with the other departments of the PUI office, in line with project objectives 4 Logistics and Finance: She/he coordinates with PUI Logistic and Admin/Finance teams to mobilize effectively the resources allocated to the assigned responsibilities 4 Safety and Security: He/she contributes to compliance with safety rules within the mission, and communicates any security/safety-related information to the base Security Focal Point. |
Specific Goals and Related Activities |
Capacity-Building
4 Develop training objectives, and design the content and handouts for a Training of Trainers on “Working with Migrants and Refugees – Humanitarian Principles and Right to Health” for key health stakeholders as part of AICS project ToT component. 4 Support in the coordination of the training and facilitate the training. 4 Protection Technical Advisor will be responsible for collecting, maintaining the Means of Verification (MoVs) and reporting on the training. 4 Develop workshop objectives, and design the content and handouts for x 2 Protection Mainstreaming Workshops for stakeholders. 4 Travel to Benghazi and Al Kufra for delivery of the workshops for local, key stakeholders of the areas. 4 Contribute to the assessment and analysis of protection mainstreaming needs or areas to be addressed via the workshops. 4 Protection Technical Advisor will be responsible for collecting, maintaining and reporting on the MoVs of the workshop.

4 Maintain training and workshop MoVs, including but not limited to: record attendance, update databases and report achievements on a monthly basis to Activity Info |
Serve as Technical Referent
4 Ensure project activities, including awareness-raising activities and messaging adhere with consortium guidelines and protection mainstreaming principles 4 On an ad hoc basis, contribute to the consortium PWG meetings and activities contributing to the consortium protection strategy and providing technical advise 4 Contribute to project and organizational protection mainstreaming and protection intervention strategy 4 Contribute to the PUI staff and AICS project staff’s understanding of protection and protection principles—including supporting in the training/induction of community mobilizers and outreach volunteers and other project staff as they on-board 4 Provide technical advice as team conducts project-related assessments and ensuring that assessments highlight protection needs and include protection elements

REPRESENTATION AND COORDINATION:
4 In coordination with his/ her line manager, represent PUI in the project area with any relevant stakeholders, local, national and international partners, local community representatives, civil society organizations, in order to facilitate the implementation of the project’s activities; 4 Work in close coordination with relevant staff in other PUI departments, including Health , BNR and MEAL to ensure the strong integration of other sectors and to promote protection principles and mainstreaming |
SAFETY AND SECURITY:
4 Adhere to any safety and security rules 4 Communicate any security/safety-related information to the base Security Focal Point. 4 Ensure that projects and methodologies do not place beneficiaries, PUI staff or any other persons in harm’s way. He/she alerts the Field Coordinator without delay, in case of impending danger to teams or beneficiaries. |
Job Requirements
- Relevant degree from an accredited academic institution preferably in Psychology, Education science, Social Work, Law
- IHL and Refugee law
- Protection Mainstreaming, PSEA, (S)GBV, case management
- 1 year as a manager of humanitarian projects in the protection sector
- Experience designing and facilitating trainings on protection topics
- Experience working with migrants, refugees and asylum seekers
- Strong experience in protection activities and/or Protection/ GBV case management
- Knowledge of integrated / multi-sector approach
- Previous experience with database systems
- Demonstrating good knowledge of UN and NGO mandates and programs in the humanitarian responses, post conflict construction and development/resilience
- Excellent planning and organizational skills
- Excellent writing skills
- Very good Knowledge of project management
- Ability to provide/structure instructions clearly and concisely both orally and in writing
- A high sense of discretion and integrity when dealing with sensitive protection information
- High degree of responsibility, initiative
- Professional attitude and the ability to build successful working relationships with contacts outside of the projects.
