Senior Drilling Cost control

OPC is a leading global energy consultancy specialising in providing clients with top-tier expertise and innovative solutions across the upstream E&P, Gas and CO2 storage domains.
We are looking for consultants for one of our clients in Libya for the following position:
Position: Senior Drilling Cost control
Expected starting date : 1st September 2024 for 12 months.
Location: Tripoli Libya
Scope of work:

• Annual budget preparation in coordinates with drilling & well services department and Finance department.
• Prepare periodic budget updates and monthly closing reports in coordinates with drilling & well services and Finance department.
• Responsible for reviewing the terms and conditions plus the financial part of Call for Tender Documents and coordinating with Contract Dept. & Finance Dept. for any issues.
• Coordinate with Drilling & well services engineers to prepare annual stock variations.
• Compare and analyze costs incurred to the budget and assist in developing and implementing cost reduction.
• Monitor and keeping records of all contractors’ invoices.
• Ensures administrative links between drilling department (each dedicated contract holder) and related services contracts.
• Ensures the finance department provides the invoices in the shorter time possible to benefit on several contracts from a quick response discount for less than one month’s payment.
• Coordinate with the Finance department regarding any disputed invoices.
• Coordinate with Drilling and well services engineers to prepare list of needed material for drilling / well services operations.
• Coordinate with Drilling and well services engineers for issuing services orders and purchase orders.
• Maintain contract register (including PO and SO).
• Avoid the purchase of unnecessary materials.
• In contact with the main sites, checking if they received the correct equipment or services described in the PO or SOs.
• Involves in the procurement process, responsible for detailed investigation of the marketplace.
• Contact point within Drilling Department for MMS software.
• Creation/modification/cancellation of stock items in MMS catalogue within close co-ordination with Procurement dept

Requirements:

• Education: B.Sc. in Accounting or B.Sc. in Petroleum Engineering.
• Experience: A minimum of 5 years of Cost control in Drilling projects or following oil industrial operations.
• Expert in Cost control of Drilling activities and drilling equipment and products.
• Good Knowledge of Contract forms & related T&C
• Proficient in Microsoft Office packages (Word, Excel, PowerPoint, Outlook
