Country profile:
ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.

Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects.

- Responsibilities
The Senior AME Officer responsibilities include:
A. Appraisal, Monitoring and Evaluation Systems Development
- Contribute to the country AME strategy, the AME workplan and AME frameworks Contribute to an effective roll-out of M&E collection and reporting;
B. AME Implementation and Management
- Develop and oversee the implementation of appropriate data collection and analysis instruments, methodologies;
- Closely supervise data collection activities;
- Measure and report on qualitative and quantitative input, process, output, outcome, impact, objective, and goal-level performance indicators for all projects;
- Analyze AME data and produce reports, factsheets with useful statistical analysis and presentation (charts, tables, histograms) as necessary in a timely manner;
C. Learning
- Contribute to proactive dissemination and use of knowledge gained through AME activities;
- Document and share the lessons learnt and best practices with different teams;
D. Beneficiary Complaints and Response Mechanism

- Contribute to the Beneficiary CRM in line with ACTED standard beneficiary CRM procedures;
- Oversee CRM complaints and reporting them on monthly basis;
- Ensure ACTED staff, partners, beneficiaries and others are aware of the CRM as an accountability mechanism;
E. Team supervision and Capacity Building
- Ensure that staff under the direct responsibility understand and are able to perform their roles and responsibilities;
- Coach, train, and mentor under the direct responsibility;
F. Other
- Provide regular and timely updates on progress and challenges to supervisors and other team members;
- Prepare quarterly AME area reports;
- Perform any other related activities as assigned by AME Manager;
2. Qualifications
- Bachelor degree in economics, statistics, management, or other related subjects. Master degree preferred.
- 3 years experience in the INGO sector necessary
- 2 years experience in assessment, monitoring and evaluation
- Experience in managing and coordinating a junior staff and/or enumerators
- Experience in data collection (surveys) particularly on Kobo Toolbox
- Strong data analysis experience
- Good knowledge of local context in the South
- Ability to work under stress
- Being a strong team player
- Ability to exercise initiative, problem-solving and to maintain strictest confidentiality.
- Ability to establish and maintain positive and cooperative relationships with colleagues, institutional partners and beneficiaries
- Excellent computer skills, particularly Microsoft Office, required.
- Arabic and English speaking and writing skills mandatory.
