GVC in Libya
Sectors of Intervention:
GVC has been operating in Libya since 2019 through the implementation of the following intervention sectors:
- Humanitarian Aid for host, displaced, migrant and refugee populations through projects promoting access to water, sanitation and hygiene (WASH), primary health, etc.
- Capacity building of Civil Society Organizations (CSOs)
- Promoting respect for Human Rights, in connection with the field of humanitarian protection
Location:
GVC has been working in Tripoli. The organization is starting new programs in the West of Tripoli and the South of Libya.
Job description
The Security officer, under the direct supervision of the Country Representative, contributes to the definition of a risk analysis, security and safety plan and tools in order to ensure the safety and security of the staffs and the conditions of programs implementation.
Main tasks and responsibilities
- Ensure Context & Risk analysis of the political, military and security context and trends in Libya
Focus of the areas of intervention of GVC and its implementing local partners which includes West and South of Libya
Provide regular contextual security report by and share them with the Country Representative.
- Contribute to the definition and the implementation of a Country Security & Safety Plan to facilitate international and local staff visits to Libya and movements to the field
Support the definition, update and implementation of a Security risks assessment, SOPs and other security documents
Support the definition, update, and implementation of a Daily Movements Security Protocol
Support the definition, update, and implementation of the Hibernation/Relocation/Evacuation / Contingency plans
- Security operational support
Ensure that each area has a proper communication procedure and a proper follow up of movement of staff and vehicles
Carry out regular checks on hibernation kits and order replacement stock through logistics function
Carry out regular checks of the fire safety plan and implementation
Validate the daily movements in the field in Libya
Timely Submit incident report to Country Representative according to SoP
- Develop a strong networking with local, national and international stakeholders to ensure the security of WW-GVC staff
Develop a local networking in the areas of GVC intervention; liaise with local and national authorities to grant access to GVC; active participation in the INGO forum security group; etc.
- Design and deliver a series of capacity building initiatives to ensure sound understanding amongst teams on the programmer’s security framework and processes;
Providing training and other capacity building where necessary to ensure that staff capacity is continuously developed on security related issues.
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- Bachelor or Master Level education in Security studies or another relevant field such as International Relations
- Computer literate – Basic MS Word, Excel, Power Point, and Project.
- Arabic native speaker.
- Proficient knowledge of spoken and written and English.
Professional experience
- Minimum 5 years of relevant work experience.
- INGO working experience in Libya

- Strong context, political and stakeholders’ skills analysis for the West and South of Libya
- Strong negotiation and interpersonal skills
- Good time-management and organizational skills.
- Good interpersonal skills including ability to gain trust, build relationships and promote team spirit.
