Public Education on Civic Participation Trainer

BACKGROUND

The Libya Local Governance and Civil Society (LGCS ) / Taqarib Project will enhance the ability of Libyan civil society organizations  to effectively address civic engagement , a key focus is placed on providing them with access to comprehensive information regarding civic engagement .
This information empowers CSO members to actively participate in decision-making processes related to good governance, Transparency and oversight, accountability, women and youth engagement and municipal service delivery using Inclusive good governance and civic participation.

OBJECTIVES (SCOPE)

The objective of this training is to strengthen local governance by empowering civil society organizations ( CSO ) , the training will focus on:

• Promoting good governance practices.
• Activating civic participation, encouraging citizens to engage in local development planning, and setting priorities.
• Introducing the concept of a citizen inclusion to enhance oversight, transparency, and accountability.
• Building the skills of civil society organizations to motivate citizen participation and effectively communicate local development priorities.

Overall, the training aims to promote good governance and activate civic participation.
Encouraging citizens to engage in local development planning and introducing a citizen oversight, transparency, and accountability.

TASKS (PERFORMANCE REQUIREMENTS)

1. The trainer will prepare material for training and presentation slides in English and Arabic , and Agenda (PDF/PPT’S) using Taqarib templates.
2. Prepare pre- and post-training questionnaires.
3. Conduct a 3 Days training raising public education on good governance and civic participation Leadership specifically for CSOs members in Tripoli.
4. Develop CSO evaluation selection matrix:

• Experience in Relevant Areas: Prior experience in good governance, accountability, transparency, oversight, women and youth empowerment, and service delivery.
• Organizational Capacity: Adequate staffing, resources, and infrastructure to benefit from and implement the training.
• Reputation and Track Record: The CSO should have a proven history of effective and ethical work in the community.

5. Submit a final report on the training including:

• Training and presentation materials
• Breakdown of training days agenda
• Note on attendance.
• CSO evaluation selection matrix
• Pre and post hard copy and analysis for each group separately.
• List of the top ranked 20 CSOs based on the pre posttests results.
• Outcome of training
• Photos

DELIVERABLES

REQUIRED QUALIFICATIONS

• 3–5 years of progressive professional experience working in the field of raising awareness and capacity preferably for Civil society sector.
• 3-5 years of professional experience in local governance and community participation
• Bachelor’s degree in public administration or equivalent
• a certification that proves the trainer’s competency and ability to deliver effective and inclusive training to CSOs can be one of these TOT ,team leading ,communication, or advocacy
• Local or international training experience is highly preferred.
• Basic knowledge and understanding of local governance law and policies in Libya .
• Understanding the local context of CSOs and NGOs in Libya.
• English language especially in writing
