Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.
The association leads, on average, 190 projects each year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.
PUI Libya mission has started implementing operations in East Libya since 2017 and developed an emergency health response that provides primary health care services to the most vulnerable populations. PUI intervention focuses on health care through the deployment of Mobile Health Teams (MHT) delivering direct services to internal displaced populations and their host communities, migrants, refugees and asylum seekers. PUI Health intervention consists of general practitioners consultations, adequate treatment provision, sexual and reproductive health services, integrated management of Childhood Illness, psychosocial support interventions. Furthermore, PUI is reinforcing sensitization, communication and prevention on health and hygiene related topics within the communities. Since 2019, in addition of the operations conducted from Benghazi office, PUI opened a second office in Al Kufrah region. In 2020, PUI intends to reinforce the centrality of protection within its response with the goal to contribute to alleviating the suffering of conflict-affected populations in East of Libya. Specifically, it will aim to enhance the protection environment and improve access to essential services of the most vulnerable conflict-affected populations.

Under the supervision of the Deputy Field Coordinator for Programs (DFCP), the Protection Program Manager is in charge of developing and ensuring the good implementation of protection activities. The component, under the Protection Coordinator supervision, is part of PUI holistic response to the Benghazi population needs, and conducting protection activities in the area of intervention such as in Detention centers and in urban settings in all north-east mantikas. with the objectives to:
– Ensure the protection assessment and monitoring system is in line with PUI defined protocols. – Identify, monitor and refer (internally and externally) protection cases following PUI and Inter-Agency Protocols. – Identify multi-sector emerging needs in the targeted areas and perform rapid assessments , Identify specific S/GBV cases and refer beneficiaries with protection concerns, either internally or to other partners – Pilot violence Case management activity focusing on the GBV Case minimum standards, using a survivor –centered approach and ensuring confidentiality. – Coordinate with the MEAL department to monitor the data protection protocol and the confidentiality of all collected information. – Provide Protection Awareness sessions to the targeted communities (including community leaders and DC managers ) on protection principles – Collect, analyze and share key protection information and data to identify trends through the Protection Monitoring activity – Work closely with other PUI sectors (Health/MHPSS and BNR ) to provide an integrated protection risk analysis. – Work in link with other NGOs to ensure referrals (service mapping of actors) – Strengthen PUI knowledge of the community – Further improve PUI’s acceptance within the community – Strengthen the external coordination with other actors at the field level.
This position will be critical to: – Ensure a continuous grasp on the population needs – Reinforce PUI integrated approach through the set-up of robust internal referral pathways – Strengthen PUI reactivity responding to emerging humanitarian needs (New displacements in the area of intervention, violence, indiscriminate detention, legal documentation, registration of asylum seekers etc.) – Offer support to protection cases through a clear and complete case management / internal referral pathway

Tasks and Responsibilities | ||||||||||||||||||||||||||||||||
– Project planning and implementation: She/he monitors protection program progress, including the qualitative and quantitative aspects; and enforces policies, standards & codes of conduct with the technical support of PUI protection coordinator
– Information sharing, assessments and referral system: He/she participates to strengthen and follow up of the internal and external referrals system. He/she ensures an in depth analysis of data collected by the Protection teams, and shares a monthly protection monitoring report. He/she will lead the relevant internal and external referrals pertaining to the needs identified. – Team management and capacity building: He/she supervises capacity building support to the project team as appropriate and training activities on the basis of identified needs. He/she suggests modifications in terms of Protection team structuring and responsibilities’ split. He/She ensures protection trainings to PUI identified staff (GBV, Child Protection etc.) with the technical support of PUI protection coordinator. – Capitalization, reporting and development: He/she is responsible for the qualitative production of internal and external activities’ reports. He/she supports the DFCP and/or FC and the Protection Coordinator in providing sufficient and detailed information for program reporting for donors and PUI HQ. He/she contributes to ongoing capitalization efforts regarding program methodologies, lessons learnt and challenges. He/she contributes to the adjustment of current intervention or/and development of new interventions on the basis of identified needs. – Representation and coordination: Upon request from his/her supervisors, he/she ensures and coordinates the PUI’s sectorial representation in the area which he/she is responsible for among partners, donors, authorities and other stakeholders and participate to the Ad Hoc relevant meetings. She/he ensures an efficient coordination with the other departments of the PUI office. – Logistics and Finance: She/he coordinates with PUI Logistic and Admin/Finance teams to mobilize effectively the resources allocated to the program supervised, including forecasting any adjustments needed, taking into consideration determined budget and compliance with logistics and administrative procedures. He/she is responsible for the activity budget lines of his/her project budget and for following-up on the expenditures while providing monthly budget forecast. – Safety and Security: He/she contributes to compliance with safety rules within the mission, especially by the program team under his/her management and communicates any security/safety-related information to the base Security Focal Point.
