Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.
The association leads, on average, 190 projects each year in the following sectors of intervention: protection, food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.
PUI Libya mission has started implementing operations in East Libya since 2017 and developed an emergency health response that provides primary health care services to the most vulnerable populations. PUI intervention focuses on health care through the deployment of Mobile Health Teams (MHT) delivering direct services to internal displaced populations and their host communities, migrants, refugees and asylum seekers. PUI Health intervention consists of general practitioners consultations, adequate treatment provision, sexual and reproductive health services, integrated management of Childhood Illness, psychosocial support interventions. Furthermore, PUI is reinforcing sensitization, communication and prevention on health and hygiene related topics within the communities. Since 2019, in addition of the operations conducted from Benghazi office, PUI opened a second office in Al Kufrah region. In 2020, PUI intends to reinforce the centrality of protection within its response with the goal to contribute to alleviating the suffering of conflict-affected populations in East of Libya. Specifically, it will aim to enhance the protection environment and improve access to essential services of the most vulnerable conflict-affected populations.

Overall objective | ||||||||||||||||||||||||||
Under the supervision of the Deputy Field Coordinator for Programs (DFCP), the Protection Program Manager is in charge of developing and ensuring the good implementation of protection activities and humanitarian assistance to IDPs, migrants, refugees and host communities in PUI’s area of intervention (Urban settings and detention centres).
Protection activities must be seen as part of a holistic response adopted by PUI’s in its area of intervention. Indeed, protection activities will be integrated to current PUI’s approach which include various sectors of activities as Health, Mental Health and Psychosocial Support and NFI. This intervention aims to provide assistance to the most vulnerable populations and ensure that persons in need have access to safe and dignified services and full respect of their rights.
The Protection Programm Manager is responsible of all the protection programme management aspects: – Planning and supervision of activities – Project monitoring and reporting – Management of protection team ( field protection officers and data protection analyst) – Coordination with stakeholders and partners. With the support of the Protection Coordinator, the Protection Programm Manager provides also technical guidance to the team on protection activities (protection monitoring, individual assistance to persons with specific needs, case management).

Tasks and Responsibilities | ||||||||||||||||||||||||||
– Project planning and implementation: H/She is responsible of project planning and implementation with the technical support of PUI Protection Coordinator and the supervision of DP.
– Project Monitoring: H/She participates to follow-up and monitor program quality and impact. He/she contributes to ongoing capitalization efforts regarding program methodologies, lessons learnt and challenges. He/she contributes to the adjustment of current intervention or/and development of new interventions on the basis of identified needs. – Reporting and development: He/she is responsible for the qualitative production of internal and external activities’ reports. He/she supports the DFCP and/or FC and the Protection Coordinator in providing sufficient and detailed information for program reporting for donors and PUI HQ. – Team management and capacity building: He/she supervises capacity building support to the project team as appropriate and training activities on the basis of identified needs. He/she suggests modifications in terms of Protection team structuring and responsibilities’ split. He/She ensures protection trainings to PUI identified staff (GBV, Child Protection etc.) with the technical support of PUI protection coordinator. – Representation and coordination: Upon request from his/her supervisors, he/she ensures and coordinates the PUI’s sectorial representation in the area which he/she is responsible for among partners, donors, authorities and other stakeholders and participate to the Ad Hoc relevant meetings. She/he ensures an efficient coordination with the other departments of the PUI office. – Logistics and Finance: She/he coordinates with PUI Logistic and Admin/Finance teams to mobilize effectively the resources allocated to the program supervised, including forecasting any adjustments needed, taking into consideration determined budget and compliance with logistics and administrative procedures. He/she is responsible for the activity budget lines of his/her project budget and for following-up on the expenditures while providing monthly budget forecast. – Safety and Security: He/she contributes to compliance with safety rules within the mission, especially by the program team under his/her management and communicates any security/safety-related information to the base Security Focal Point. |

PROJECT PLANNING AND IMPLEMENTATION
With the technical support of the Coordination program team, ensure that project work plan is prepared at the start of the project and reviews it periodically based on the progresses and achievements of the project in compliance with contractual requirements. Ensure the work plan is fully understand and followed by the team on a regular basis. – Design the project activities as per PUI’s intervention framework under the supervision of Protection Coordinator and Deputy Field Coordinator for Programs. – Develop project activities tools with the support of Protection Coordinator. This include protection data collection tools (HH Questionnaires, Site Observation Tool, Individual assessment, Incident report, Focus Group Discussion), internal SOPs and guidelines. – Launch the implementation of the activities in a timeframe coherent with donor’s requirements and other sectors activities – Ensure the efficient and effective implementation of protection project activities within the area of interventions: protection monitoring, needs assessment, case management, referrals (internals and externals), community based protection activities and awareness sessions. – Ensure compliance of protection activities with International Standards of Operations Procedures used in Protection Sector – Identify the needs of external services and develop a service mapping of actors needed for case management activities. – Develop and monitor internal and external referrals pathways. – Formalize external referral pathways through MoUs with relevant partners. – Ensure good coordination and communication with identified partners for external services and the team. – Work closely with other PUI sectors (Health/MHPSS and BNR ) to provide an integrated protection risk analysis. – Provide regular technical guidance to the team to ensure program quality and impact and build their capacity in protection. – Provide Protection awareness sessions to the targeted communities. – Participate in identifying humanitarian needs in the area of intervention and in the developping of needs assessments. – Alert immediately the Protection Coordinator in case of urgent protection incidents. – Provide technical advice and training to all other operational departments, ensuring that protection issues and aspects are always included in other operational departments’ activities (protection mainstreaming); – Lead regular field reviews and ensuring best practices standards and humanitarian principles are met. – Inform His/her line manager of any relevant issue related to the project implementation.

PROJECT MONITORING – In collaboration with the Protection Coordinator, and other relevant Program Departments, with the support of the DFCP: – Participate to the design, development, and implementation of project monitoring tools – Ensure the proper data collection, follow-up, processing and analysis related to protection programs with the support of relevant technical coordinators, Protection Data Analyst Officer and MEAL Department. – Coordinate with the MEAL department to monitor the data protection protocol and the confidentiality of all collected information. – Ensure the respect of data protection principles and information sharing system by the team. – Undertake field visits to the project locations as needed to continuously monitor the progress and the quality implementation of the protection project activities – Participate in the development of mechanisms of complaints and feedbacks among communities – Capitalize lessons learnt and good practices throughout the project – Contribute to the design and lead the management of the internal / external referral and follow up database system – Ensure that required data protection is respected. – Provide support to other PUI teams in communicating with the community and targeting/tracking potential beneficiaries |

REPORTING AND DEVELOPMENT: – Ensure internal and external qualitative reporting on all activities under his/her responsibility is done in relevance to PUI internal tools and requirements – Update and transmit on a monthly basis the PMT (Project Monitoring Tool) as a tool to follow up the implementation of the project; – Write regular reports on all activities as requested by the DFCP / Protection Coordinator; participate in the writing of comprehensive Activity Forms/ Sit Rep for protection trends and protection incidents, in direct collaboration with the Protection Coordinator and with his/her supervisors. – He/she ensures an in depth analysis of data collected by the Protection teams, and produce regular protection monitoring reports under the supervision of the Protection Coordinator. – Produce qualitative intermediary and final reports for donors; – Participate to the operational development of the mission through active participation to the mission annual programming process. – Contribute to the design and drafting of new proposals and budgets in collaboration with the DFCP.

TEAM MANAGEMENT AND CAPACITY BUILDING
– Prepare job profiles for members of his/her team, has them endorsed by the Protection Coordinator, the Field Coordinator and the Finance and Administrative Manager, and participate actively in the recruitment process (interviewing, testing, etc.), as well as in any decisions related to the termination of employment contracts of team members; – Pro-actively propose HR changes within his/her department to DFCP and Finance and Administrative Manager – Familiarize himself/herself with all PUI internal HR regulations, and ensure that they are known and respected by his/her team; – Ensure that the defined appraisal system is applied for all members of his/her team – Create coordination mechanisms specific to his/her team, and ensure proper supervision; – Identify the training needs of the team and addresses them (organizational and technical support, methodology, organization of training sessions…) – Follow the training received by the teams and gather contents for capitalization; |

REPRESENTATION AND COORDINATION:
– In coordination with his/ her line manager, represent PUI in the project area with any relevant stakeholders, local, national and international partners, local community representatives in order to facilitate the implementation of the project’s activities; – Participate actively to the sub national Protection Working Group, and other relevant Sub-Groups; participate to the elaboration of common tools and guidelines; – Set up a network, coordinate and communicate to the stakeholders acting in the same areas; ensure effective coordination and collaboration with key stakeholders and partners – NGOs, civil society organizations (CBOs), community groups – Work in close coordination with relevant staff in other PUI departments, including Health , BNR and MEAL to ensure the strong integration of other sectors and to promote the development of new concepts/approaches/collaborations for future programming; – In the event of visits from Donors, participate actively in the preparation and the smooth organization of the visit.
