Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the overall supervision of the Project Manager/Protection Coordinator and in close coordination with other relevant units of the programme, the incumbent will provide specialized assistance to the planning, coordination, implementation, and monitoring of IOM Libya protection activities. He/she will also be responsible for data and information management and coordinate protection activities of case workers of out of Tripoli. The incumbent will be based in Tripoli with travels to other areas of responsibility throughout the country.
Core Functions / Responsibilities:
1. Provide specialized assistance in the planning and implementation of protection activities within IOM Libya’s Protection projects in a timely manner, collaborating constructively with the Protection Coordinator and/or the designated Project Officers in carrying out financial, administrative and technical aspects in line with IOM’s policies and procedures, as well as donor requirements.
2. Support the implementation of the project activities, identify and analyse issues and initiate follow up actions, support communication and visibility activities within projects.
3. Develop tools to track and record protection related data and populate data upon request from project manager or other units/stakeholders.
4. Provide technical support to the implementation, monitoring and evaluation of protection related data and other information management activities.
5. Work closely with the Protection team leaders and case officers and support the collation, analysis and reporting of data on protection activities.
6. Monitor expenditures suggest adjustments, prepare draft narrative reports, statistical analyses, information bulletins and other relevant information related to migrants and displaced populations.
7. Lead MiMOSA rollout and quality assurance of datas in the unit.
8. Coordinate closely with the data management protection assistant in the maintenance of all protection-related case-management records and files; provide statistics and data analysis as required.
9. Develop Monitoring and Evaluation SoPs of field level protection data collection and management.
10. Supervise case workers of Benghazi, Misrata, Sabha and Zwara and data entry assistant of Tripoli office.
11. Develop social media guidelines for IOM Libya Protection unit and coordinate visibility and branding of protection work.
12. Perform other duties as may be assigned.
Required Qualifications and Experience
Education
• Bachelor’s Degree in Political or Social Sciences, Development Studies, Human Rights, International Relations or Law, statistics, or related academic background, combined with at least 4 years of relevant working experience; or,
• Holder of a Secondary School Diploma, with at least 6 years of relevant working experience;
Experience
• Knowledge of statistics, survey and assessment methodologies, excellent writing skills.
• Professional experience in the field of migration and assistance to vulnerable populations with a Government or UN agency, or a regional or international organization in the Middle East and/or North Africa is an asset.
• Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines;
• Demonstrated problem solving attitude and skills;
• Excellent communication skills, efficiency and flexibility.
• Ability to work under pressure. Attention to details, quality and capacity to meet deadlines. Strong analytical skills and creative thinking. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
• Proficiency in using two or more of the following tools: Adobe, Design, Access, Visual Basic, Java, ASP, SQL, Oracle, KOBO.
• Proficiency in one or more statistical analysis software such as: Stata, SAS, SPSS,

• Thorough knowledge of English.
• Working knowledge of French and Spanish is an advantage
