Mission

 

The Project Manager (PM) will report directly to the Operations Manager, based in Tunis. Further technical assistance will be available from the HQ-based or Tunis-based technical specialists.

 

The PM must work in accordance with Handicap International’s internal framework and the regulations imposed by institutional donors and the national authorities. S/he will ensure the overall management, planning and coordination of project activities in Tripoli, based on the project framework and security constraints. The Project manager will be required to work closely with Project Officer (PO), HI project teams, technical specialists, Area Team Leader and collaborate with local stakeholders and partners (when applicable) to ensure project outputs are of the highest quality and that expected results are achieved in a timely and efficient manner.

 

Key objectives of the post, include:

 

·         Direct management and monitoring of project activities and implementation. Planning includes daily movement planning as well as long-term project planning and tracking the progress of project implementation.

·         Direct management of project staff (i.e. Project Officers, Database Operator, project teams), including defining clear work plans, completing performance reviews and appraisals, identifying capacity building needs and liaising with relevant technical support to ensure the effective implementation of training and development initiatives for project staff.

·         Effective qualitative and quantitative reporting of project activities and outcomes and contributing to future project proposals as well as strategic planning exercises.

·         Partnership management with a range of international and national partners from non-government and inter-governmental organisations, when applicable.

Main Responsibilities

1.       Management of project

·   Plan the different stages and tasks involved in realizing the project and draw up, update a project action plan in collaboration with the OM using relevant HI Project Management tools and resources.
·   Participate in the identification and design of the project implementation strategy in collaboration with the project team, the Country Manager, the regional team and the OM. Assist with the preparation of new project concepts and proposals as required.
·   Define and implement any contractual arrangements with partners and/or local stakeholders necessary for the implementation of the project, to be validated by the Country Manager.
·   Develop quality assurance systems and tools and direct the implementation of the project activities and monitoring procedures including the quality of activities carried out by HI project teams and partners across the targeted area.
·   In collaboration with the OM, facilitate the implementation of performance review of the various stages of the project cycle (needs assessment, planning, implementation, monitoring and evaluation indicators and adjustment / timetable of activities). Ensure the timely monitoring of project activities, their timely conduction and conformity with the set objectives.
·   Actively communicate and disseminate information about the project activities to national and international partners (where applicable) and stakeholders.
·   Contribute to and facilitate as much as possible the coordination of the annual program of activities, workshops and events including determining dates, sourcing speakers, creating agendas, ensuring the availability of workshop materials and providing event reports.
·   Keep up to date with security planning through regular communication with the Country Manager, Security Focal Point and PO. Ensure project team movements are in line with security procedures and in accordance with project planning.
·   Ensure the appropriate and continuous archiving of project documents including all required sources of verification, image library, beneficiary data etc.
·   In close collaboration with OM and with support from PO, design, prepare and deliver project related trainings (e.g. inclusion and vulnerability) to project staff, beneficiaries, partners and other stakeholders as required to meet project outcomes.
·   In close collaboration with the OM, support project teams in the design, preparation and delivery of project related trainings to project beneficiaries, partners and other stakeholders as required to meet project outcomes.
·   Ensure smooth communication and liaison among the project teams, other HI teams (from all sectors) working in Libya, and the support teams;

2. Assure the project’s technical framework

·   Support the implementation of the project’s technical framework established according to sectorial strategy and validated by the Technical Specialists.
·   Direct the project’s quality approach in terms of realisation and impact. With support from OM, identify any technical or documentary resources or additional skills for guaranteeing the quality of the project.
·   Ensure functional links with the DBO to ensure the accuracy of the database, according to the information collected in the field by the project teams and support in the definition and set up of the Data Management System and Tools (including protocols, questionnaires, and databases).
·   In close collaboration with the OM and Technical Specialists, determine the methodology used in the project including curricula for trainings (for both project staff and beneficiaries), field testing and updating of Information as well as Information, Education and Communication (IEC) materials in a community-based participatory approach.

3. Oversee the management of the project staff

·   Participate in various stages of recruitment in collaboration with the support services department and OM (job profiles, tests, interviews and selection).
·   Develop Individual Action Plans (IAP) and set objectives for each team member under direct line management and ensure that all staff receives regular supervision, mentoring and performance management to continually evaluate and improve their capacities in all related functions.
·   Support the PO in drawing up IAPs for each project team member and monitoring progress against IAPs.
·   Identify additional staff training needs and assist in the planning, development and delivery of training (internal refresher training, external training – formal and/or informal), in collaboration with OM and Technical Specialists.
·   Plan, prepare and chair team meetings in Libya on a regular basis.
·   Assure effective communication and a positive team spirit within the team.
·   Coordinate with the Security Focal point on weekly movement and support the SFP in security monitoring in the working areas.
·   Ensure conflict resolution (personal and professional) within your team and inform Country Manager and/or HR Manager as appropriate.
·   Train and build capacity of the PO and DBO in project management activities as well as briefings and general representation and collaboration with stakeholders.
·   With the support services department, ensure that personal record keeping systems are maintained and monitored, including staff quotas, records of sickness/absences and annual leave, and other records as necessary.
·   Ensure security and safety procedures are followed by project staff and report any incidents or violations following the HI security protocol.
·   Provide operational induction briefings to all new staff and visitors to Libya.

4. Reporting and analysis

·   Be aware of reporting schedule and procedures, and actively contribute to monthly, mid-term and annual reports according to donor requirements and request from OM.
·   Provide clear instructions to the PO, DBO and other project staff in regards to internal and external reporting requirements including: compiling information from all concerned project staff for progress reports, surveys, communication materials, SITREP, donor reports, etc.
·   Participate in any additional documents or reports as requested by OM (including input to project proposals and strategic planning documents, etc.).
·   Manage and compile the PM Box for the project.
·   Alert the Country Manager or OM as early as possible if issues/delays are identified within the project, and propose mitigation measures.
·   Contribute towards the capitalisation of experience in collaboration with the technical support of the OM through the analysis of the data.

5. Contribute to the effective management of financial, logistical and material resources

·   Forecast the project needs in terms of expenses and share with OM the Purchase and Service Request for validation according to the existing HI policy and guidelines.
·   Ensure close coordination with the support services department for the smooth and timely organisation of procurement, purchasing of materials and transport needs for the project activities.
·   Contribute to the security of HI personnel and equipment in accordance with internal security guidelines.
·   Ensure that procedures and internal logistics are followed by the project team and by the partners (where applicable).
·   Monitor and ensure the proper use of equipment and other resources within the project and by partners (where applicable).
·   Support and assist where necessary in completing regular inventory of items related to project activities (e.g. assistive devices, IEC materials etc.)
·   In collaboration with PO and project teams, anticipate changes that would require adjustments to the project budget, and convey the proposed modifications to OM.

6. Communication and Representation

·   Maintain a positive image of HI: actively represent HI in coordination meetings related to health and protection in Libya. Coordinate effectively with the Country Manager, OM and / or technical specialists to ensure HI is represented at meetings. Personally develop and maintain excellent working relationships with local officials, government bodies, international agencies and donors working for Libya, and ensure project staff’s ability to do so.
·   Actively contribute to HI-Libya representation on social media, including Facebook and other platforms, in collaboration with the OM. Ensure HI Communication guidelines and rules are respected.
·   Represent Handicap International at relevant meetings, trainings, workshops, conferences and other events, as directed by the Country Manager or OM.
·   Maintain a positive image of Handicap international at all times and in all circumstances.

7. Translation

·   Assist the OM in translating when meeting operational staff or external actors;
·   Ensure an effective translation oral and or written of project documents/meetings upon request.

8. Demonstrating an ethic and professional practice

·   Ensure the beneficiaries confidentiality is respected;
·   Report to OM any incident or act that causes any harm to beneficiary or to others;
·   Ensure the teams interact with children with the presence of their parents or caregivers;
·   Ensure the teams respect the refusal of treatment.
This list is considered as exhaustive as possible of the duties related to the post. Nevertheless, the employee is expected to be flexible according to programme needs and to accept extra duties, temporarily or permanently, in respect to working hours and workload.

1.Knowledge/Experience required

Essential

1         University degree in social work, education, health, international studies, management or similar fields

2         At least 2-3 year experience in project management and planning, ideally within INGO or NGO setting

3         Experience in developing local capacities through mentoring, training and effective leadership

4         Skills in using Excel / statistical software as well as experience in Data management, monitoring and evaluation

 

Desired

 

5         Experience in the sectors of Rehabilitation/Health/Psychosocial Support (PSS) and/or Education (Risk Education) is a strong asset.

6         Experience in developing communications and awareness raising materials

7         Experience in community work and participatory approaches, and good knowledge of advocacy/ community mobilization methods and tools

Additional Information:

Location: TRIPOLI, with visits to other areas of intervention – depending on security situation

Weekly hours: 40

Schedule: Sunday to Thursday, from 08.30 to 16.30 including one hour lunch break on regular basis, with possible modifications according to project priorities, not exceeding 40 hours per week.
