Job Overview
Action Against Hunger is a humanitarian association founded in 1979, the organization operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation, mental health and healthcare.
In Libya, AAH is mainly implementing projects in the fields of water, healthcare and livelihoods. In order to implement its current projects, AAH is looking for a Project Manager based in Benghazi.

Degree/Training |
Advanced university degree in the related fields (international relations, social studies, political science) |
Professional Experience | · Minimum of 4 years of relevant work experience at similar position (project/grant management/coordination) in humanitarian context and preferably in Libya
Or · Minimum of 3 years of experience in project management including team management |

Overall purpose of the position | · Under the direct supervision of the Country Representative and Program Coordinator, the Project Manager will be responsible for the timely and quality implementation of the project entitled “Improving the Health Resilience of Rural Communities in Libya”.
· The Project Manager will plan, coordinate and supervise the implementation of a multi-sector Project (SRMH and WaSH) in Benghazi and eastern area in Libya |

Objective 1: Project Management |
- Overall responsibility for the timely and quality implementation of the project including initial project planning, timeline creation, BOQ development, project activities, reporting, documentation, and overall project strategy;
- Provide leadership for the overall direction of the project and propose new/altered implementation methods and strategies as according to project proposal, guidelines and international standards.
- Manage the budget associated with all program activities with the support of sectorial Deputy Managers and consolidate their inputs
- Ensure, in collaboration with coordination and finance team, a monthly Budget Follow Up with correct and anticipated forecast for program activities
- Take a leading role in ensuring that all activities are implemented in a timely fashion and according to AAH and the donor’s quality standards and procedures, within the scope of the project guidelines and given budget.
- Supervise the production of required documentation (Order Forms, Purchase Orders, Advance Requests, etc.) for the Program departments in a timely manner.
- Guide field teams in their provision of training and oversee all elements of delivery.
- Ensure efficient coordination, teamwork and problem-solving among the staff members working on the assigned project, with support.
- Collaborate with MEAL/IM team on the identification, collection and dissemination of best practices and lessons learned on a regular basis.
- Monitor the risks and threats for the project, documenting the situation and analysing the consequences of decisions, in collaboration with Base Manager and Coordination team
- Conduct regular field visits to assess Project quality and progress toward objectives, facilitate collective problem solving with staff and other stakeholders to address challenges
Objective 2: |
- Manage the project staff by providing leadership and support, delegating roles and responsibilities, and ensuring their efficient organization and their motivation for the project.
- Ensure all individual project team members have a clear understanding of the project proposal, objectives and indicators to be achieved, and are well-informed on project activity details.
- Train the assigned project team in office duties, field communication, reporting and Project-related matters as needed.
- Supervise and support the sectorial team in recruiting, training, monitoring and supporting project team members in achieving the project’s objectives.
- Ensure assigned staff adhere to all Finance/Logistics/Compliance procedures as per AAH manuals of procedures, as well as build their capacity by engaging them in creating project documents such as monthly plans, BoQs and stock requests.
- Play a leading role in solving any inter-personal issues arising among assigned staff.
- Perform regular performance appraisals for assigned staff.
- Oversight of the logistical and administrative aspects of the Project
Objective 3 : Planning/Reporting |
- Create and update monthly and weekly plans for the assigned project with the sectorial/technical project teams, with careful anticipation of resources required.
- Organize weekly internal Project meetings and share relevant information and updates with support departments and coordination both at base level and Tunis level.
- Generate regular progress reports, using AAH tools and closely follow-up on progress and indicators achievement according to AAH templates (financial, narrative and indicator monthly activity progress reports – APR and BFU)
- Record, investigate and share ideas and information coming from project staff or field visits which may assist in future project proposals.
- Ensure all required documentation is correctly filled and filed by project team, with support from the MEAL/IM staff.
- Support assigned field staff on the following communication tasks: improve photo skills and conduct occasional success stories as successes are identified in the field.
- Support the development of new project proposals in cooperation with the Coordination Team.
Objective 4: Internal and external coordination |
- Coordinate closely and maintain active lines of communication within the Program Department at base level and between the Program Department and Support team (Base Manager, HR, admin, logistics and safety/liaison). The Project Manager will actively seek to keep the Coordination team updated on the project status and developments in a timely manner.
- Actively participate in required internal coordination meetings (Weekly Area Meeting, Monthly Area Meeting, monthly coordination meeting, etc.).
- Collaborate with MEAL/IM to enable the regular monitoring of project implementation and progress, evaluation after project/activity completion, and potential assessments in covered areas, with the objective of ensuring the relevance of AAH’s activities and implementation approaches.
- Oversee the flow of information to other departments concerning assigned project, notably PDD, to ensure accuracy of information reported to donors and other external stakeholders.
- Support the Coordination team in the identification, preparation and development of new project proposals, ensuring these are in line with identified needs, gaps and coordination work in the targeted area
- Ensure that the proper documentation and authorization for the implementation of the Project are requested on time to relevant authorities and support the Base Manager and Liaison officer in the requests and follow up
- Participation to meetings (sectorial coordination meetings, with local authorities, communities, and in relation to AAH program) and update external reporting tools when relevant and required

- Commit to operate with integrity, independence, and impartiality, and not engage, and ensure that staff under his/her supervision do not engage, in fraudulent behaviour, corrupt practices, illegal actions or other conduct inconsistent with the honest, proper, and high-quality discharge of the project activities.

- Report and clarify any work-related issues and challenges to the Coordination teams both at base and Tunis level in a timely manner.

- Consider and respect safety and security rules in the field, and immediately report all incidents to the security focal point.
