Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.
Since the 2011 revolution, UN Women Tunisia has supported the integration of equality provisions in the 2014 constitution and parity conditions in electoral laws. These efforts were consolidated during this post-revolution process by the revision of different discriminatory laws, the adoption of the National Action Plan on 1325 and the integration of parity into elections law.
The adoption of Law No. 2017-58 combatting violence against women is a fundamental step in the fight against discrimination. The law criminalizes all types of violence: physical, moral, sexual, economic and, for the first time, political violence.
Women involved in politics, particularly elected members of parliament and local authorities, suffer from discrimination, sexism, stereotypes, but also from various types of violence aimed at excluding them from the public sphere. A 2015 survey revealed that 53.5% of women suffered some form of violence in the public space.
Reporting to Country representative, the Project Coordination specialist is responsible for coordinating the Governance and Women Political Participation portfolio and providing analyses on legal framework which includes coordinating relationships with national partners and stakeholders, and the monitoring and reporting, and the finance and personnel of the portfolio.

Duties and Responsibilities
1. Project Development, Implementation and Management
  • Supports the analysis and research of the political, social and economic situation in the country to support strategic planning.
  • Participates in the design and formulation of project initiatives, translating UN Women’s priorities into local interventions and ensuring substantive rigor in the design and application of proven successful approaches.
  • Facilitates the collaborative relationships with other UN agencies, government and private sector partners, NGOs, experts, ensuring timely and efficient delivery of activities.
  • Provide technical support for the implementation of key activities under UN Women Governance and political participation programs and projects.
  • Supports the effective application of Results-Based Management (RBM) tools throughout the project management cycle.
  • Manage projects according to RBM requirements and in accordance to the Program Operations Manual (POM).
2. Resource Mobilization Support
  • Research information on donors and drafts briefs on possible areas of cooperation.
  • Maintains information and databases on donors.
  • Develop resource mobilization materials, such as concept notes and project profiles for presentation to donors.
  • Follows up on resource on mobilization activities for fund-raising for new projects.
3. Advocacy support and facilitation of knowledge building and management
  • Supports relevant, high-impact advocacy activities and campaigns with key partners.
  • Collects knowledge on current and emerging trends by gathering relevant information on projects, strategies, approaches and ongoing experience for lessons learned, best practices.
  • Contributes to knowledge networks and communities of practice.
  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines.
  • Contribute to the exchange of information and knowledge products internally and externally of the programme.
  • Organize events, trainings, workshops and knowledge products.
* Consultant are expected to be equipped with all materials and equipment needed to perform their tasks for example laptop, software etc.

Required Skills and Experience
Education
  • Master’s degree or equivalent in Law, human rights, gender equality, or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience
  • At least 5 years of progressively responsible experience at the national or international level in design, implementation, monitoring and evaluation of development programs and projects.
  • Relevant Experience working with gender sensitive governance structures, leadership and participation of women and global norms.
  • Relevant experience in gender sensitive analyses on legal framework and especially law 2017-58 on EVAW.
  • Previous experience working with UN Women is an asset.

Language Requirements
  • Fluency in French and Arabic is required.
  • Good Knowledge of English is an asset.

Evaluation Criteria
Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.
Criteria Weight Technical: 70% (70 points)

Financial: Lowest Financial Proposal: 30% (30 points)
The points for the Financial Proposal will be allocated as per the following formula:
Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
‘Lowest Bid Offered’ refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
