The humanitarian situation in Libya has deteriorated since the 2014 civil war. 1.3 million people require urgent health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya which aimed to provide life-saving medical care, medicines, and medical supplies to Libyans and non-Libyans and in doing so strengthen the capacity of the Ministry of Health. The IRC Libya program is in the process of expanding the scope and scale of both protection and health programming in Misrata and Tripoli, developing an outcome focused strategy that aims to restore and strengthen the primary health care system, focusing on ensuring survival, equitably, and at scale to reach the largest number of clients.
SCOPE OF WORK: Under the direct supervision of Deputy Director of Operations (DDO), the Operations and Facility Manager will be responsible for maintaining buildings and grounds of IRC (offices, guest houses, and warehouses), overseeing the upkeep of equipment and supplies, determining and scheduling repairs or renovation projects, and coordinating safety inspections. Further, with the support of DDO, the Operations and facilities manager will be in responsible of maintaining the facility budget in support of all the above functions.
The Operations and Facility Manager will also be responsible for staff accommodation, including implementing policies to meet the needs of residents of IRC guest houses as well as those accommodated in hotels. This may include handling airport pickups, transportation to and from hotel accommodation, and monitoring of visa validity and renewal.
RESPONSIBILITIES:
Operations and Facility Management:
- Ensure that IRC facilities are fully operational with all utilities functioning properly.
- Schedule and supervise maintenance repair work and assist with checking installation and servicing building equipment.
- Handling legal and contractual matters (with occupants and third-party suppliers)
- Collaborate with supply chain department to maintain stock levels and parts within budget.
- Maintain ongoing communication with contractors, clients, and team.
- Collaborate with supply chain department to prepare documents to put out tenders for contractors.
- Investigate and assess the availability and suitability of options for new premises if needed.
- Direct, coordinate and plan essential services such as reception, maintenance, cleaning, catering, waste disposal and recycling.
- Plan best allocation and utilization of space and resources for new buildings, or re-organizing of current premises if needed.
- Use performance management to monitor and demonstrate achievement of agreed service levels and to lead on improvement.
- Property strategy, design, and new facility
- On and off-site building management
- Implement a predictive, reactive, or preventive maintenance approach.
- Maintain Maintenance Contract management for IRC contracts in Tripoli.
- Maintain heating, ventilation, and air conditioning (HVAC) for IRC premises
- Manage Lighting, plumbing, and electrical inspections for offices and guest houses.
- Make sure we are maintaining COVID19 cleaning standards at IRC premises.
- Ensure fire safety systems are working properly.
Administrative
- With DOO support and in collaboration with IRC’s legal advisor, follow up on visa issuance, renewals, and expiry for international staff and visitors and keep relevant stakeholders informed on updates and challenges.
- Be responsible for staff and visitor’s accommodation.
- Follow up and maintain stock for guest house needs (coffee break and hygiene materials and other materials as needed).
REQUIREMENTS:
- Proven experience as facilities manager or relevant experience in similar position
- Well-versed in technical/engineering operations and facilities management best practices
- Excellent verbal and written communication skills in English and Arabic
- Desired experience in finance
- Excellent organizational and leadership skills
- Good analytical/critical thinking, problem solving, decision maker and ability to work independently.
- Bachelor in facility management, engineering, business administration or relevant field
- Must have the ability to work with a broad spectrum of people and represent the IRC.

KEY WORKING RELATIONSHIPS:
Position reports to: Deputy Director for Operations
Position directly supervises: Cleaners, and Drivers.
Other internal: Supply Chain Coordinator, Security and Access Coordinator, Human Resources Coordinator, Program teams, Operation teams.
