Organizational Context and Scope
Under general guidance of the Chief of Mission (COM) and under the direct supervision of the Sr. Programme Coordinator – IBM, in close coordination with SAR Programme Officer, the National Team Leader on SAR Assistance will be responsible for organizing, coordinating and providing humanitarian assistance related to Search and Rescue at Sea and in the Desert context by relevant Libyan counterparts during pre- and post-disembarkation operations, and to ensure that all SAR related programmes are on track in accordance with the action plan.
Responsibilities and Accountabilities:
- Support the Sr. Programme Coordinator in close coordination with SAR Programme Officer on planning and managing the SAR Programme portfolio in close coordination with relevant partners (national authorities, national and international agencies, diplomatic missions, partner NGOs).
- Liaise with the relevant line ministries and national SAR counterparts towards fostering appropriate working relationship for the implementation of SAR activities on behalf of the Sr. Programme Coordinator.
- Lead national staff on the implementation of the assistance provided to SAR authorities during pre- and post-disembarkation operations and ensure that implementing partners deliver the planned assistance to the beneficiaries within the timeframe.
- Support the SAR Programme Officer in identifying risks, challenges and opportunities related to SAR programming and in devising mitigation strategies, as well as ensures timely and accurate reporting of IOM interventions related to SAR project.
- Support the mission in identifying best practices in SAR operations, as well as represent IOM Libya and present its SAR activities in international forums, workshops and conferences, if required.
- Coordinate on the behalf of the SAR Programme Officer, Sr. Programme Coordinator/IBM, as well as the Chief of Mission all aspects of the SAR programming, as well as the coordination of capacity building activities within his own responsibility.
- In close coordination with SAR programme officer, develop Terms of Reference and Standard Operating Procedures for the implementation of SAR activities.
- Coordinate the proper and timely procurement of necessary equipment and replenishing of stocks needed for the delivery of the assistance to migrants rescued at sea, including operational coordination with other IOM teams involved in post-SAR operations at Disembarkation Points.
- Ensure operational coordination of IOM interventions and provision of assistance to migrants upon disembarkation, based on the IOM SOP for provision of assistance to migrants at disembarkation.
- Be responsible for data collection the preparation of internal/external reports/analysis for the operating environment, supports information collection and development of information products such as the Maritime SAR reports, flash situation reports for periodical dissemination, and to maintain accurate databases regarding SAR activities and information.
- Coordinate timely and accurate reporting of IOM interventions related to Search and Rescue Programming.
- Conduct regular field visits and provide recommendations for effective and efficient implementation of the activities.
- Prepare internal/external reports/analysis for the operating environment, supports information collection and development of information products such as the Maritime SAR reports, flash situation reports for periodical dissemination.
- Develop project documents, forms and tracking tools.
- Represent IBM/SAR Unit to various national authorities and counterparts from the organization as and when needed on behalf of the Sr. Programme Coordinator.
- Liaise with partners in the development and implementation of the capacity building activities for staff and national authorities related to SAR activities.
- Prepare Minutes of meetings with various partners and stakeholders, keep record and update progress on decisions.
- Provide informal translations, draft reports and deliver presentations, as required.
- Perform other such duties as may be assigned.
Required Qualifications and Experience
Education:
University degree in Business Administration, Communications, International Relations, Social/Political Science with minimum of two years of relevant field experience.
Experience:
- Relevant work experience, in the field of Humanitarian Affairs/ Development/ Liaison.
- Relevant experience in working with UN agency or Humanitarian organization is desirable.
- Experience in emergency preparedness, crisis/emergency relief management, humanitarian/development environment, field coordination is desirable.
Skills:
- Demonstrated management and leadership skills;
- Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines;
- Good knowledge of MS Office applications. Example: Excel, Word, Outlook, etc.
- Demonstrated problem solving attitude and skills;
- Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment;
Language:
Fluency in English and Arabic (oral and written). Proficiency in any other UN Language is an advantage
