The SecDev Foundation is a rapidly growing not-for-profit think-do tank based in Ottawa, Canada. We work globally at the cross-roads of security, development and the game-changing influence of cyberspace. We are currently recruiting for a National Coordinator to promote Digital Safety for Women and Youth through our Salam@ program activities in Libya.

The Digital Safety for Women and Youth in MENA (Salam@) is a regional program that has been implementing its activities in 7 countries and expanding. Its main objectives are to change perceptions and behaviors related to digital safety and resilience, increase public awareness and build the lasting capacity of women, youth and civil society organizations to operate safely online. Salam@ produces localized digital materials and builds online repositories of easy to use digital safety guidance, executes media campaigns, delivers online and offline training, builds in-country emergency response systems and facilitates the growth of local networks of digital advocates and champions.

This position will support the Salam@ team in all aspects related to coordinating and managing the project activities and support on the country level. This role will contribute significantly to the delivery of Salama@ mission, as well as the Foundation’s broader objective to establish itself as a global champion in digital safety capacity building and support to individuals and at-risk organizations. This role will help to ensure that the Digital Safety-MENA programme makes a significant difference in the lives and prospects of Libyan women and youth populations, especially the most vulnerable. Under the supervision of the Regional Programme Manager, the National Coordinator is responsible for assisting with the implementation, management and monitoring of the Digital Safety MENA programme in Libya. The Coordinator will play a significant role in the outreach to local stakeholders, line management of project activities, organization of events, support to local advisory committees, project data tracking, and translation and the adaptation of learning resources. The role will help with enhancing the resulting impacts, documenting key lessons learned, navigating operational risks, and contributing to overall success of the broader MENA project and team.

The – National Coordinator – Libya will be responsible for:

Manage the daily operation of the programme’s work in Libya.
Undertake administrative responsibilities related to local meetings and events.
Identify local contractors/consultants and assist the headquarters team in the hiring/contracting process.
Assist the headquarters team in identifying and connecting with local partners. Liaise between local partners and headquarters.
Support local partners in implementing the program.
In close coordination with the headquarters team, play a leading role in establishing and supporting a local network of partners.
Ensure compliance with the SecDev Foundation’s policies and procedures and the funder requirements.
Advise the headquarters team on the program’s regional and country-specific work plan, ensuring it reflects local context.
Closely work with the headquarters team to meet the program’s objectives, and implement the work plan in a timely manner.
In close coordination with the headquarters team, play a significant role in the localization of the program’s resources in Libya.
Support the local advisory committee with partnership and stakeholder outreach and related activities.
Maintain an active partnership database to optimize the outreach, inclusion and networking facilitation processes.
Assist the headquarters team in keeping track of the local budget and preparing timely technical and financial reports.
Represent the programme and the Foundation in local and regional events as needed.
Work closely with other country coordinators to ensure effective learning and sharing of resources across the programme.

Interested? Here’s what we’re looking for:

An experienced project/program coordinator at the national level, with expertise in project development, implementation and evaluation in Libya.
Proven ability to facilitate the delivery of sensitive programming; experience with programming for youth and/or on digital safety is a definite asset.
Highly developed networking and relationship-building skills, excellent ability to collaborate effectively with a wide range of stakeholders, astute political savvy, proven ability to work well in a team.
Fluency in local dialects, and working proficiency in English.

Education

University Degree in Project Management, Business Administration, International Relations, Political/Gender/Development Studies or other relevant discipline is required.
Advanced University degree in the above fields is desirable.

Experience & Expertise

At least three years of progressive experience in project development and coordination, with a focus on partnership development, stakeholder and beneficiary outreach, reporting and monitoring, preferably with an international development organization.
Experience working in Libya. Experience on thematic issues relevant to the programme is desired (youth, digital safety, education, gender).
Online communications/campaigning experience and/or training experience is highly desirable.
Experience working with remote team members.
Experience supporting national / regional networks of local partners.
Experience working with local programmatic Advisory Groups is desired.
Experience liaising with governmental authorities and other international/national institutions is desired.
Experience in writing and communicating concise, clear assessments and technical reports in English.

Travel

Willingness to travel within Libya, and occasionally in the MENA region.

Contract Type / Length: Full-time 9-month fixed contract with possibility for extension

سيقدم برنامج السلامة الرقمية في الشرق الأوسط وشمال إفريقيا حملات توعية بالسلامة الرقمية تستهدف الشباب ، وبناء مصادر متاحة عبر الإنترنت لإرشادات السلامة الرقمية سهلة الاستخدام ، وتقديم تدريب عبر الإنترنت و مباشرة، وبناء أنظمة استجابة للطوارئ في ليبيا.

المهام والمسؤوليات:

إدارة الأعمال والأنشطة اليومية للبرنامج في ليبيا.
الاضطلاع بجميع المسؤوليات الإدارية المتعلقة بالاجتماعات والفعاليات المحلية.
مساعدة إدارة البرنامج في تحديد الشركاء المحليين والتواصل معهم. الاتصال بين الشركاء المحليين والمقر.
دعم الشركاء المحليين في تنفيذ البرنامج.
بالتنسيق الوثيق مع فريق المقر الرئيسي ، لعب دورًا رائدًا في إنشاء ودعم شبكة محلية من الشركاء.

التحصيل العلمي:

شهادة جامعية في إدارة المشاريع ، وإدارة الأعمال ، والعلاقات الدولية ، العلوم السياسية/ التنمية المحلية والدولية أو غيرها من الفروع العلمية ذات الصلة.
درجة ما بعد الجامعية في المجالات المذكورة أعلاه مرغوب فيه للغاية.

الخبرات المطلوبة:

ثلاث سنوات على الأقل من الخبرة في تنفيذ وتنسيق المشروعات، مع التركيز على تطوير الشراكات ، والتواصل مع أصحاب المصلحة والمستفيدين ، وإعداد تقارير والرصد والتقييم ، ويفضل أن تكون تلك مع منظمة تنمية دولية.
خبرة في العمل في ليبيا. مطلوب خبرة في القضايا ذات الصلة بالبرنامج (الشباب ، السلامة الرقمية ، التعليم ، الجندر).
التواصل عبر الإنترنت / تجربة الحملات و / أو الخبرة التدريبية أمر مرغوب فيه للغاية.
خبرة في العمل مع فرق عمل عن بعد.
خبرة في دعم إنشاء الشبكات الوطنية / الإقليمية مع شركاء محليين.
خبرة في التواصل والتعامل بالسلطات المحلية الحكومية والمؤسسات الدولية / الوطنية .
خبرة في كتابة وإيصال تقييمات موجزة وواضحة وتقارير فنية باللغة الإنجليزية.
