Context The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working intermittently in Libya since 2005. GIZ supports Libya’s stabilisation and reform policies on behalf of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union. In partnership with the GNU’s Ministry of Local Government and 30 partner municipalities throughout the country, we support Libya’s ambitious decentralisation process, transferring competencies and responsibilities for public services from central government level to local municipal administrations.

In close cooperation with the Ministry of Health, GIZ provides technical assistance to strengthen local health centres and to diversify, improve and deliver basic health services for the population. Economic and social integration of young people remains a major challenge in Libya, which is why GIZ has partnered with the Ministry of Youth in an effort to upgrade youth centres and to train youth multipliers to contribute to youth work and social cohesion in their communities. Within the renewable energy sector, we work with the Prime Minister’s Office, the Renewable Energy Authority of Libya and other key stakeholders in strengthening their institutional and technical capacities and in setting up a conducive regulatory and legal framework for both grid-connected as well as off-grid solutions. All our projects center on the population in all of Libya, with a special focus on vulnerable and disadvantaged groups within our target demographic.

 

In this context, GIZ Libya is looking for a Municipal Coordination Advisor to be based in the Western Region of Libya.

 

Tasks of the Municipal Coordination Advisor With guidance from the international expert team, the Municipal Coordination Advisor is expected to perform the following tasks:

 

·        Representation of GIZ and GIZ projects in the municipalities of Msllata, Tarhuna, Garabulli including representation at public events and related forums.

·        Engaging in dialogue and ensuring proper coordination, communication, consultation, and cooperation with key partners and counterparts at the municipal level, e.g. mayors, municipal councils, public service providers, private sector representatives and civil society actors.

·        The facilitation and follow-up on all activities carried out in accordance with GIZ projects’ implementation plans in the respective municipality.

 

In this context, the Municipal Coordination Advisor fulfils the following activities:

 

Core scope of activities:

·        Provides technical advice and support to municipal councils and staff on municipal development, local development planning and public service delivery improvement.

·        Provides technical advice and supports the process of delivering related capacity development measures aimed at providing the partner municipality as well as the projects’ partner ministries with required capabilities.

·        Ensures facilitation and organisation of all activities carried out within the partner municipalities under the framework of the respective GIZ projects. Ensure proper quality implementation according to Monitoring and Evaluation as well as Communication and Visibility standards.

·        Identifies the need for external consultancy support, prepare necessary TORs, specifications, budget estimations, and/or support concepts, and manage such consultancy services accordingly.

·        Prepares regular and sound technical and financial reports on the implementation progress and achievements; including documentation and promotion of successes and lessons learned

·        Provides support to the implementation of the project/s evaluation and monitoring system in the respective municipality according to objectives and result orientation in close coordination with the monitoring and evaluation responsible officer.

 

Other duties/additional activities:

·        Develops ideas in cooperation with the respective municipality and other stakeholders for the achievement of projects indicators, or to stabilise implemented activities (Youth Centers, Women Development and Training Centers, public spaces, Healthcare Centers, Solid waste management, local revenue collection etc.)

·        Ensures that all project activities within the respective municipality are carried out in line with the GIZ Communication and Visibility Guidelines. Provides information and input for projects’ communication and visibility activities

·        Proposes and monitors changes in the implementation processes, to adapt them to the local circumstances.

·        Monitors activities implemented by other donors / implementing agencies within the respective municipality with the aim of ensuring potential synergies and cooperation.

·        Performs other tasks as necessary and as requested by the Heads of Project or the responsible component leaders.

 

Required qualifications ·        Minimum bachelor’s degree in public administration, law, public finance, political science, public health or any other relevant field related to the tasks described.
Professional experience

 

·        At least 5 years of professional experience in working with and/or for international governmental or non-governmental organisations in the field of development cooperation and/or humanitarian aid.

·        In-depth theoretical knowledge and practical experience in the provision of analytical, advisory and technical assistance in complex development settings.

·        Proven experience in the establishment of effective networks and partnerships with a wide set of stakeholders including national governments, civil society, private sector and national/international development cooperation or humanitarian agencies.

·        Proven experience in the preparation, implementation, coordination and documentation of project activities in the development sector, e.g. workshops, trainings, roundtables, dialogue sessions, etc.

·        Experience in capacity development strategies and methodologies for diverse audiences, e.g. the municipal and public sector. Knowledge of GIZ Capacity Works model is an asset.

·        Excellent knowledge of the Libyan local governance and municipal context.

·        Team-oriented working style as well ability to work independently.

·        Proven ability to build solid and trustworthy relationships with partners at all levels.

·        Ability to function well in a multi-cultural and diverse environment.

·        Reliable work ethos and ability to meet deadlines.

·        Excellent working knowledge of ICT technologies and computer applications, especially MS Office (Word, Excel, PowerPoint and Teams).

·        Fluency in English (equivalent to C1) and Arabic (equivalent to C2), both written and oral, at professional level are essential.

  The Municipal Coordination Advisor have to:

 

travel to Tunisia on a regular basis are essential to proper performance of the tasks.

·        travel abroad on missions and for trainings.
