“Strengthening Local Capacities for Resilience and Recovery” (SLCRR Top-up) aims at supporting local authorities in Libya to respond to the many conflict and human mobility induced challenges that impact negatively people access to essential services, the social cohesion and community security, and jobs and the sustainable livelihoods.
 
The overall objective of the project is to improve the living conditions and resilience of vulnerable populations (including migrants, refugees, IDPs, returnees and host communities), in particular in the municipalities most affected by migratory flow and/or affected by the conflict.
 
The project is built around 3 specific objectives:
 
Strengthening responsiveness of local institutions in delivering essential public services to crisis-affected populations and in leading recovery processes;
Enhancing communities and local stakeholders’ capacity to improve social cohesion and community security;
Strengthening economic opportunities for youth and vulnerable groups (including women) through inclusive and participatory local economic recovery.
Under the overall guidance and supervision of the Project Manager of SLCRR project, the M&E Associate will contribute to the monitoring, evaluation management and production of updates and reports complying with corporate and donor requests. The M&E Associate will be responsible for designing and implementing the monitoring activities, ensuring evaluability, and contribute to managing evaluations of the SLCRR Project.
 
He/she will work closely with the IUNV Reporting and M&E specialist, Project Management Specialist and all relevant members of the project team.
 
The Monitoring and Evaluation (M&E) Associate will promote a collaborative, client-oriented approach consistent with UNDP rules and regulations.
 
 
Duties and Responsibilities
Ensure the implementation of planning and monitoring tools for accountability and reporting purposes by focusing on progress and results achievement.
 
Support the implementation of the Monitoring System with SMART indicators, including performance tracking of projects activities, and data collection.
Ensure alignment of logical frameworks and indicators according to the project and EU monitoring systems. Support with the update of related databases accordingly.
Collect data on a monthly basis to measure achievements against the performance indicators, check data quality, maintain and administer the monitoring database. Analyse, aggregate findings and deliver corresponding reports.
Ensure data quality and validation of the overall projects’ monitoring system and oversee all aspects of the performance measurement support for the project.
Review the performance of existing data collection and management information systems and recommend further improvement of the logical frameworks particularly in the areas of performance indicators and their measurement.
Support the Project team in implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the project.
Analyse and highlight positive and negative trends providing Project Manager with key information to support decision making process to address identified challenges and bottlenecks.
Support the Project Manager in planning, editing and reviewing key project documents including theory of change, its logical framework and indicators.
Provide all required logistic support as per the contractual arrangements and/or interviews in the preparation of mid –term and final evaluations of the SLCRR project.
Undertake regular visits to the project implementation sites to measure results and of the project(s), and to identify where adaptations might be needed.
Evaluation management
 
Support the project corresponding evaluations. This can include provision of administrative and substantive support, provision of all inputs requested by evaluators, reading and commenting the inception and final evaluation reports, supporting the Project Manager to elaborate evaluation management responses, corresponding actions plans and evaluations recommendations uptake.
Facilitation of knowledge building, knowledge sharing and guidance to project team and all stakeholders, on M&E matters:
 
Prepare and deliver capacity building for project staff, stakeholders and project partners on M&E activities and needed inputs from each project components.
Identify lessons learned and develop case studies/best practices to capture qualitative and quantitative results of the project.
Provide inputs and data for conferences, seminars, workshops, training sessions and meetings.
Write talking points and provide inputs for the Project Manager to present data and quantitative information as needed.

Required Skills and Experience
Education:
 
First level university degree in international development, statistics, demographics, public policy, economics, or related field. An advanced certificate or post-graduate degree or relevant work experience in M&E, statistics, or economics will be as asset.
Experience:
 
At least five years of professional experience in project management support functions.
At least three years’ experience in M&E.
Experience developing and refining data collection tools.
Strong IT/computer skills.
Knowledge and Skills:
 
Ability to think clearly and analytically
Ability to plan own work, setting priorities and completing it under pressure or when faced with competing demands
Excellent communication skills (verbal and written) in English and Arabic
Ability to use Microsoft Office for reporting, and presentation
Language Requiernemnts:
 
Fluency in written and spoken English and Arabic
