Monitoring, Evaluation, and Learning Manager (MELM)

Background

The Libya Transition Initiative (LTI) 3 aims to strengthen conditions that enable political compromise. The program objectives are to 1) maintain stability in strategic areas; 2) preserve civilian institutions that provide alternatives to military actors; 3) strengthen momentum for moderate-led compromise; and 4) support positive efforts by other local and international stakeholders. LTI aims to achieve these mutually reinforcing objectives through multiple clusters of activities that address complex, unpredictable events with flexibility and speed.

Purpose

The Monitoring, Evaluation and Learning Manager (MELM) will assist the MEL Director in ensuring proper implementation of monitoring, evaluation and learning activities on LTI 3. S/he will participate in managing monitoring and evaluating progress toward planned milestones, achievements and expected results, and supporting reporting on such progress, engage in efforts related to collaborating with relevant stakeholders to share learning opportunities and building the capacity of staff to ensure quality data collection and reporting. S/he will act as a liaison between the MEL department and LTI 3’s program staff throughout the activity implementation cycle to assure that relevant MEL processes flow and connect to the core of measuring impact. The MEML supervises all of the Monitoring, Evaluation and Learning Specialists.

Reporting

The Monitoring, Evaluation, and Learning Manager (MELM) reports to the Monitoring, Evaluation, and Learning Director.

Responsibilities

  • Work with MELS’s to develop data collection plans and questionnaires to evaluate achievement of activity objectives.
  • Provide guidance to MELS’s in the development of activity-level M&E plans, including indicator selection and data collection schedules;
  • Conduct the preliminary review of all activity-level M&E plans for quality control prior to MELD approval.
  • Support MELSs as they implement activity-level M&E plans to ensure systematic collection, analysis, and reporting of feedback to GMUs and USAID/OTI under the supervision of the MELD
  • Seek ways to streamline the M&E process and increase efficiency & collaboration in gathering & using activity information
  • Support and train MELS’s in the management, scheduling, and logistics of field data collection to ensure effective and timely completion of weekly IRO tasks.
  • Conduct preliminary review and provide feedback to MELS in the drafting of final evaluation reports before final MELD review.
  • In close coordination with the MELD, ensure quality control of M&E data program wide. This includes ensuring M&E data is updated consistently, thoroughly, and in a timely manner in the OTI Database and in the LTI project files on SharePoint.
  • Train other staff, and local partners where required, on basic M&E concepts, tools, and processes.
  • Contribute to communications products, from weekly reports, to snapshots, to targeted presentations and reports
  • Undertake, as required and when possible, visits to project locations and/or regional offices.
  • Liaise with and build relations with local actors like media outlets, NGOs, research groups etc. to provide supplementary M&E support.

Qualifications

  • A Bachelor’s degree or advanced degree in a relevant field.
  • At least four years demonstrated experience in a related field. Experience with donor-funded organizations is preferable.
  • A good working knowledge of Microsoft Office (Word, Excel, PowerPoint, and Access) is required.
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, the general public, and partner institutions including international and local NGOs, governmental entities, and support organizations.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and exercise good, professional judgment that communicates the established message of the program.
  • Good analytical ability and knowledge of project objectives to develop appropriate monitoring and evaluation plans, identify clusters, and analyze monitoring and evaluation data.
  • Employee will be required to travel, sometimes extensively, within Libya.
  • Fluency in both Arabic and English is required.
  • At least one year of experience supporting and/or coordinating M&E and data collection efforts on complex, political transition programs strongly preferred.
