Project description | On behalf of the European Union and commissioned by the Federal German Ministry of Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing its “Decentralisation as a contribution to stabilisation in Libya” programme. The programme is being implemented in collaboration with the Libyan Ministry of Local Governance (MoLG) as well as selected municipalities. Overall, the programme aims at contributing to the improvement inclusive local governance as well as socio-economic stabilization and development in the partner municipalities.

Tasks of the M&E Officer
|
With guidance from the international expert team, the M&E Officer is expected to perform the following tasks:
· Coordinates with project staff in Libya for quantitative and qualitative data collection and ensures quality control of documentation necessary for project monitoring. · Liaises with the international M & E Officer in Tunis, the head of project and component leaders of the programme on monitoring activities. · Sensitises the technical staff on definitions, as well as the relation between indicators and activities; onboards new colleagues within the team on roles and responsibilities as well as the monitoring obligations within the programme. · Contributes to the regular collection of data by advising Municipal Advisors in the planning, implementation and follow-up of activities, and input of data into monitoring tools, including archiving of documentations. Manages logistics related to data collection activities. · Supports in the continuous development of monitoring processes based on reporting needs and capacities available in the project (e.g. Standard Operating Procedures) and compiles any feedback and suggestions on how to improve the process or tool itself to maximize usability. · Contributes to regular (quarterly) reporting for EU and BMZ in accordance with obligatory formats. · Prepares regular updates of results/ impact achieved for reporting obligations and ad hoc requests. · Supports activity planning of the team advising on M & E requirements. · Ensures the M & E work plan is delivered in full, on time. · Supports the team with other relevant M & E tasks, as needed.
Conflict Sensitive Monitoring · Coordinates closely with the M & E Officer in Tunis. · Establishes regular meetings with representatives of municipalities and partner institutions to systematically collect relevant information concerning both the impact of the project on the context and, conversely, the impact of the context on the project itself. · Analyses the information collected and draft regular reports.
Other duties/additional tasks · (Logistically) supports on internal or external monitoring and evaluation missions. · Prepares presentations, workshops, training packages, etc. for project stakeholders · Translate documents or interpret, when necessary, in the conduct of above duties. · Supports the project team in partner meetings. · Closely coordinates with the Municipal Advisors in each municipality where activities take place. · Performs other tasks as necessary and as requested by the Head of the Project or the responsible component leader. |
Qualifications and Professional experience
|
· Higher education; university degree in Political Science, Economics, Statistics or comparable
· At least 5 years of professional working experience in a position related to monitoring and evaluation. · Experience with monitoring within an international development organisation is an additional asset. · Excellent working knowledge of ICT technologies and computer applications (especially MS Excel). · Good knowledge of quantitative, qualitative data collection and entry. · Excellent verbal and written English and Arabic language abilities. German and French are an asset. |
Other knowledge, additional competences

· Good analytical skills and knowledge of information gathering and processing.
· Excellent knowledge of the Libyan context. · Good knowledge of quantitative, qualitative and participatory skills. · Disposition to travel extensively (up to 50%). · Team-orientated, as well ability to work independently. · Reliable work ethos and ability to meet deadlines. |
The M&E Officer will
· be based in the GIZ Libya Office in Tripoli. · travel abroad on missions and for trainings. |
