The International Commission on Missing Persons (ICMP) is a treaty-based international organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating and identifying missing persons. Libya Program
ICMP is implementing a multi-year project in Libya to assist efforts to account for persons missing in Libya as a result of armed conflict and violations of human rights. Under this project, ICMP will work with government authorities and other institutions, civil society organizations and families of the missing, to facilitate the use of advanced forensic techniques, to build a foundation for rule-of-law institutions that successfully and impartially investigate missing persons cases, and to enable families and other civil society actors to engage in the process.
The MEAL Officer will support the Libya Program in all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for programs and projects. The MEAL Officer will work closely with Libya Program Staff to assess field conditions, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the Program Manager.
Under the overall guidance and supervision of the Libya Program Manager, and working closely with the Program Coordination and Impact (PCI) Unit at HQ, the MEAL Officer’s main duties and responsibilities will include the following:
1. Grant and Program Management Support
- Support all MEAL initiatives for the assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
2. System Development
- Creating a framework and procedures for the monitoring and evaluation of project activities.
- Defining and implementing the key project performance indicators as well as monitoring them throughout the duration of the projects.
- Proposing strategies to increase data use and demand amongst Program staff.
- Assisting program staff in clarifying project information needs.
- Ensure program staff properly document, organize and capture program progress.
- Draft monitoring tools such as logical framework, project performance tracking, indicators, data flow chart, etc
3. Data Management and Analysis
- Keep current on grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
- Suggest ways to facilitate data collection and the flow of data within the program.
- Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
- Perform field visits to ensure the quality of data collected by program staff and to verify the accuracy of reported data.
- Analyze changes and patterns in key project performance indicator data and performance reports in order to support program staff
- Ensure that donor, partner, and senior management data queries are addressed in an accurate and timely manner.
- Prepare program and project evaluations.
4. Communication and Reporting
- Support the Libya Program Manager and the PCI Unit in reviewing donor reports to ensure high quality reports are submitted on time.
- Assist in establishing log frames, M&E work plans, and targets during the drafting donor project proposals as well as throughout project implementation
- Review and analyze reports with Libya program staff to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.
- Conduct surveys among families of missing and their associations participating in ICMP’s activities and prepare relevant evaluation reports.
5. Other related duties as assigned.
Requirements
- Bachelor Degree in Administration, Information Management, Project Management, Engineering, Finance or other relevant academic background (essential), Master’s Degree (desirable)
- At least 6 years of Monitoring and Evaluation experience
- Capacity to produce high-quality briefs and reports in English
- Good level of proficiency in Windows Excel and quantitative analysis
- Ability to design M&E tools, surveys, surveillance systems, and evaluations
- Demonstrated ability to train and build capacity of others
Mandatory Requirements
- Professional fluency in written and spoken English and Arabic
- Previous experience working within international organizations is an asset.
- Proficiency in Microsoft applications, including Word, Excel and Power Point
- Proven ability to interact positively with colleagues regardless of culture, nationality or gender
- Ability to travel at short notice and to work flexible hours including weekends and evenings
- Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.
Benefits
This position will be based in Tripoli, Libya and may involve travel to the Netherlands or other locations for official reasons.
This is a full-time position with a competitive base salary, generous paid leave and extensive health insurance benefits for the incumbent and any eligible dependent.
This position is not eligible for expatriate allowances.
Start date: on or before 01 March 2022
