Position Title: M&E Officer.
Position Reports to: M&E Manager.
Field Site: Tripoli (With 50% travel to Sabha, Benghazi, and Misrata)
Date Needed: ASAP
Essential Job Duties/Scope Of Work:
Under the guidance of the MEAL Manager, the M&E Officer will be responsible for all M&E related activities including, but not limited to: monitoring progress on project indicators, elaboration of M&E tools, conducting surveys, maintaining database, producing monthly factsheets, as well as assisting in the quarterly reports. The M&E Officer will be based in Tripoli with frequent trips to the project areas within Tripoli and will report to the M&E Manager, but will also work closely with the project teams.
The tasks include but are not limited to:
- Assist MEAL Manager in developing the Monitoring and Evaluation Plan (MEP) for the project.
- Provide the results on the indicators and the timely feedback to the team through regular coordination and support mechanism.
- Periodic data cleaning and quality assurance that are collected from CommCareHQ.
- Update the Indicators tracking table and produce monthly factsheet for OFDA project.
- Field monitoring to health facilities, IDP camps and other target communities on a monthly basis and share findings through reports.
- Design the survey tool in coordination with Medical Coordinator and Project Manager and plan for its implementation in 4 geographical sites.
- Plan the survey and recruit the enumerators and provide training on the survey tools.
- Assist with production of written outputs such as reports, case studies and analyses.
- Initiate the learning sessions and learning culture among the team based on evidence-based findings.
- Assist M&E Manager in M&E activities as requested.
- Carry out other tasks as identified by M&E Manager.
Qualifications:
- University degree in a related field.
- At least 1-2 years’ full time experience in Monitoring and Evaluation preferably with an international NGO.
- Experience with Commcare and kobo toolbox.
- Excellent computer skills, especially experience with: Excel, Word, PowerPoint.
- Previous experience with data collection, data entry and data management is an asset.
• Demonstrated understanding of data protection and confidentiality as part of data collection and management practices, and ability to respect and maintain confidentiality.
- Fluency in Arabic and English is required,
- Good communication skills, both in oral and written English.
- Good organizational skills and excellent self-motivation skills.
- Flexibility and ability to work in a stressful environment and overtime when necessary.
- Good ability to handle multiple tasks and many administrative details in a fast-paced and constantly changing environment.
