Location: Tripoli
Position: Logistics officer
Type of contract: Employment Full term – 10 months contract renewable, with 3 months probationary period
Strating date: ASAP
Monthly gross salary range: To be defined according to the candidate’s profile

GVC in Libya
Sectors of Intervention:
GVC has been operating in Libya since 2018 through the implementation of the following intervention sectors:
- Humanitarian Aid for host, displaced, migrant and refugee populations through projects promoting access to water, sanitation and hygiene (WASH), primary health, etc.
- Capacity building of Civil Society Organizations (CSOs)
- Promoting respect for Human Rights, in connection with the field of humanitarian protection
Location:
GVC has been working in Tripoli. The organization starting new programs in the West of Tripoli and the South of Libya
Job description
The Logistics Officer is responsible for supporting the delivery of efficient and effective logistics support to GVC office in Tripoli.
Main tasks and responsibilities
Procurement
- Responsible for supporting the Logistics Manager as needed for effective and streamlined Supply Chain Management
- Launch Procurement Procedures from Single Offer Threshold to 3 Quotations + Contract in accordance to -GVC Procurement Manual
- Issue Purchase Orders for current Frame Work Contracts in Place and monitors the order status- delivery- payment.
- Responsible for being the focal point for PM – WH staff for ongoing Purchase orders for FWA
- Drafts procurement documents for NP/ Tendering thresholds
- Collects quotations and conduct market studies when required for supplies, services and works.
- Maintains supplier database and files with full information, including feedback and rating mechanism.
- Submits procurement documents and payment requests to finance department
- Monitors and updates the procurement follow up tool to ensure procurement timelines are well respected.
- Receives Procurement Requests and processes in in correct manner; ensuring accuracy of specifications of items, checking budget lines, technical specifications etc. and obtains additional information from program/ requesting department as necessary.
- Support the CLM as needed with any other procurement related tasks
Fleet Management
- Ensure the optimization of the mission’s fleet in accordance to the Fleet Management SOP Responsible for creating and sharing the weekly fleet management plan and driver schedule for the mission.
- Ensure the refilling of fuel for all vehicles.
- Facilitate the washing of cars on regular basis
- Ensure logbooks are well used conducts checks on these.
- Supports CLM in the data entry for fleet and fuel reports.
- Manage the fleet and ensure each vehicle has regular maintenance, coding and stickers, fuel cards etc.
- Ensure all new staff get fleet inductions
Asset/ Equipment Management
- Support the CLM in maintaining an effective asset management system in the base in accordance to the Asset Management SOP
- Code and label assets as required.
- Conduct physical inventory of assets and equipment’s to ensure database is accurate.
Premise Management
- Ensure effective premise management of office and apply standards will ensure the safety and wellbeing of staff and visitors.
- Organize daily /weekly cleaning services and supplies in office and submit payments for this to CLM/finance.
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- Computer literate – Basic MS Word, Excel, Power Point, and Project.
- Arabic native speaker.
- Proficient knowledge of spoken and written and English.
- Degree in business or any other field related to the position
Professional experience
- Minimum 2 years of relevant procurement/logistics work experience.
Personal skills
- Strong time-management and organizational skills.
- Ability to coordinate several tasks at the same time
- Well-developed negotiation skills
- Able to Drive and have a valid driving licence
