The ICRC Delegation in Libya has a vacancy for:
Logistics and compliance officer
The position will be based in the Tripoli Sub Delegation

 

The Logistics and compliance officer supports the procurement process in Libya, market assessment, compliance and quality activities in accordance with ICRC rules and regulations and Logistics manual.

Purpose:
• The Logistics and compliance officer is responsible for QSE assessments, compliance requirements, market intelligence and procurement process of all requested goods and services for the ICRC in Libya under the supervision of the Logistics Site Manager and blue line support of the Country Procurement Manager.

Accountabilities & Responsibilities( Functional responsibilities):

  • Acts as a focal point for processing Purchase Orders (PO).
  • Conducts market research into the availability of goods and services.
  • Carries out quality, social and environmental assessments at suppliers’ premises and plants.
  • Responsible for the compliance of the files and follow-up of the relevant dashboards.
  • Ensures orders are delivered on time and items meet the specification required.
  • Prepares tender documents, Selection Tables (ST) and contracts according to ICRC standards and procedures and submits them to the hierarchical superior.
  • Receives goods and checks with requester that they correspond to quantities and quality ordered.
  • Ensures all required POs are entered and properly closed in the database (JDE).
  • Follows up final payment and settlements with the finance department.
  • Ensure that POs are properly filed, approved and archived.
  • In case of petty cash purchases, physically visits the local markets in order to procure goods.
  • Updates and maintains knowledge about main suppliers; checks the market for potential new suppliers.
  • Conducts regular market assessment and stays abreast of market trends.
  • Provides support to other Sub-Delegations and performs other related duties as assigned if needed.

 

Relationships:

• Internally, interacts with delegation staff from both Libya Support Unit in Tunis and Libya sub delegations (Benghazi, Misrata and Sabha)
• Externally, interacts with a network of professional contacts of suppliers.

Scope & Impact:

• Based in Tripoli Sub Delegation with some trips to other sites
• Occasional travel to Tunis

General Duties and Code of Conduct:

• Is aware of the delegation objectives and activities;
• Handles general and individual information accurately and with confidentiality;
• Understands the components of Red Cross/Red Crescent Movement;
• Applies the security rules at all times;
• Respects and observes the staff regulations of the ICRC in Libya and the Code of Conduct:
• Performs duties and tasks not covered in this job description and provides support to other departments when necessary.

ICRC is a humanitarian organization, which works to protect and assist victims of armed conflicts. The position within the institution requires convey/carry a certain image of the ICRC. ICRC expects its employees to behave in an appropriate manner at all times and in all places. All members of staff should ensure their attitudes correspond to ICRC principles both during and after working hours.

Official working hours: Sunday to Thursday – 08:30-17:30 (including one hour lunch break)

Required background, skills and experience:
Certifications / Education required

• Bachelor University Degree.
• Certification in logistics, purchasing, supply-chain management or engineering.
• Libyan National
• Good command of oral and written English and Arabic
• Computer proficiency
• Driving License

Professional Experience required:

• 3 years’ experience in a similar position.
• Confirmed technical skills in Logistics, purchasing, QSE assessments and compliance.
• Good knowledge of the local market(s).
• Good negotiation skills
• Good knowledge of and experience with financial rules, procurement procedures and supplier management.
• Good communication skills
