Scope of Work

  • Conduct interviews with civilians community leaders, and NGOs to understand how armed conflict has impacted civilians using CIVIC’s research questions and perspectives on armed actors and ceasefire and renewed UNSMIL efforts.
  • 30 interviews with civilians (40% women, 10% youth male/female) impacted by the conflict (displaced, injured, homes destroyed, or lost loved one in recent clashes) using CIVIC’s questionnaire.
  • Interviews with 6 NGOs working on human rights and providing humanitarian assistance.
  • Interviews with 10 community leaders or influential respected persons in community with different ethnic and professional backgrounds (30% should be women).
  • Identify key armed actors, whether under Ministry of Defense or Interior or pro-government militia or foreign fighters, controlling Benghazi, with estimate of force, and name commanders. Introduce CIVIC to them for VTC call.
  • Liaise with CIVIC staff for onboarding, daily communication on activities, and guidance.

Deliverables

  • Type notes from interviews in Microsoft Word format and submit as an attachment via email to CIVIC staff.
  • Interview notes should be transcribed daily and sent to CIVIC staff.
  • Mapping of armed actors memorandum (analytical report)
  • Names of all contacts NGOs, officials with emails and numbers. (excel sheet that can be updated on daily basis)

Length of Contract: 20 days

 

Qualifications Required

  • A or M.A.
  • Minimum 5 years of experience research and analysis, or equal experience in working with INGOs.
  • Basic knowledge of international human rights law and international humanitarian law.
  • Fluency in English.
  • Prior experience in field research talking to civilians and armed actors in targeted area.
  • Knowledge of key armed actors and contacts with officials in Benghazi.
  • Network to enable access different community actors.
  • Good presentation skills that enable him/her to present the assessment purpose with the interviewees.
