Under the overall guidance of and reporting to the Programme Officer, the National Information Management and Analytics Senior Analyst will carry out the following duties:
Information Management and Data Analysis
Support the UNMAS Libya Programme Section meet Information Management requirements to execute the mandate, such as:
- Support the Libya information management systems including IMSMA (Information Management System for Mine Action), associated databases and archives for the Libyan Mine Action Centre (LibMAC) and for the programme
- Perform monthly data audits to verify the relevance, integrity and quality of information of UNMAS Libya activities and perform qualitative and quantitative data control in coordination with operations
- Perform regular IM system updates including of the indicator data bank for UNMAS Libya
- Ensure that information management products and reporting tools are updated, and adequately and accurately used by UNMAS Libya – including hazard maps, contamination maps and operational data
- Ensure that the information management system is operational and meets the needs of the program while meeting compliance with operational procedures and standards for information management
- Control the distribution of data and relevant information management products to partners and establish processes for updating, transmitting and exchanging data
- Prepare lists, reports and spreadsheets and dashboards presenting information relating to explosive risks and the operations carried out
- Report any anomaly observed that could affect the functionality and accuracy of the information management system
- Leverage Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data/information
Capacity Development and Knowledge Sharing
- Support colleagues from the Libya team to build and maintain required level of understanding, knowledge and working practice within the IMSMA background
- Maintain quality assurance of data on identified hazardous areas, victims and activities related to capacity development
- Provide support in training and advice, technical assistance to IM users and program partners
- Support the development of IM training tools, lead training courses delivered by stakeholders and partners
- Identify the needs or gaps where additional trainings should be performed to improve the IM understanding, data accuracy and timely reporting
- Develop the UNMAS Libya capacity on IM-related matters
- Deliver training and other capacity-building activities for the UNMAS Libya team and external stakeholders, IPs etc as needed
Coordination
- Liaise with external stakeholders, projects team leads and implementing partners to implement the organizations IM strategic needs
- Liaise with UNMAS IMAT team and UNOPS PSC counterparts to improve IM System features and to implement future applications as needed
- Liaise with the Libyan Mine Action Centre to support coordinate IM support, IM teams, and representing UNMAS in IM meetings with the Libyan Mine Action Centre

Education :
Advanced university degree (master degree or equivalent) with two years of relevant experience ORUniversity degree (bachelor degree or equivalent) with four years of relevant experience
Experience :
- Relevant experience is defined as experience in the field of information technology, Information Management and/or telecommunications and systems.
- At least two years of experience in database management and ArcGIS Software is required.
- Experience in Information Management System for Mine Action (IMSMA) is required
- Experience working with multiple stakeholders including government entities on Information Management is desired
Languages:
- Fluency in both Arabic and English languages is required (speaking, writing and reading).
