BACKGROUND

In more than 40 countries and over 20 U.S. cities, the IRC address the immediate and lifesaving needs of people affected by crisis and the recovery and reconstruction needs of post-conflict societies.

The IRC began operating in Libya from 2011 to 2012, supporting women-led Libyan organization to assist people fleeing violence. IRC re-entered Libya in 2016, providing targeted support to the failing health system in Misrata. Through a multi-sector, multi-donor portfolio supported by the UN, US, UK and European institutional donors, the IRC’s work in Libya has since expanded to include health, protection, governance and civic engagement programs supporting vulnerable host communities, internally displaced persons (IDP), refugees, asylum seekers, and migrants. Working directly and In partnership with local and international organizations, the IRC’s portfolio in Libya reaches communities in Western, Eastern, and Southern Libya.

SCOPE OF WORK

IRC Libya is seeking qualified candidates for an HR consultancy to support local partner organizational capacity development initiatives. Specifically, the HR consultant will play a key role in designing and delivering HR training for IRC Libya partner, Y-PEER, in close coordination with the IRC’s HR Coordinator and project leads. The consultant will directly train and help IRC and Y-PEER to jointly develop Y-PEER’s HR policies. This will be carried out under close supervision and guidance from IRC Libya’s HR department. The HR consultant will be responsible for managing the process of developing policies and procedures related to Y-PEER Libya together with Y-PEER. She/he will receive onboarding and training as needed by IRC on HR procedures and IRC HR and partnership principles at the outset of the assignment. S/He will carry responsibility for the integrity of the assigned capacity development tasks according to donor requirements and international standards.

  • Ensure compliance to Y-Peer/IRC HR Policies and procedures.
  • Participate in review of policies and procedures, make recommendations.
  • Develop a national staff handbook with Y-PEER in Arabic in compliance with Libyan Labor law.
  • Develop a recruitment policy with Y-Peer in compliance with Libyan law, and develop HR related forms for launching recruitment process, conducting interviews, conducting reference checks, and making offers.
  • Make recommendations for and help develop a Y-PEER reward and recognition program.
  • Develop exit process and exit interview format for staff exiting Y-Peer.
  • Develop and document an organizational benefits scheme with Y-Peer.
  • Create orientation program for new joiner part of integration with Y-Peer.
  • Develop a competitive salary scale with Y-Peer.
  • Develop performance management process including guarantees that personal files of all staff are administrated with appropriate quality.
  • Always maintain the confidentiality of all sensitive HR information.

APPLICATION INFORMATIONS

  • University Degree in management, human resources, administration, or related fields.
  • Minimum of 3 years professional experience in Human resources field.
  • Previous experience with Human Resources and/or Recruitment and developing policies for organization.
  • INGO experience preferred.
  • Fluency in Arabic and English.
  • Strong sense of personal integrity.
  • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity.
  • Great teamwork skills.
  • Ability to meet short deadlines.
  • Proficient in Microsoft office (Word, excel, PPT, etc.)
