The International Commission on Missing Persons (ICMP) is a treaty-based international organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating and identifying missing persons. As the only international organization tasked exclusively to work on the issue of missing persons, ICMP maintains field programs throughout the world. To learn more about ICMP click here.

Libya Program

ICMP is implementing a multi-year project in Libya to assist efforts to account for persons missing in Libya as a result of armed conflict and violations of human rights. Under this project, ICMP will work with government authorities and other institutions, civil society organizations and families of the missing, to facilitate the use of advanced forensic techniques, to build a foundation for rule-of-law institutions that successfully and impartially investigate missing persons cases, and to enable families and other civil society actors to engage in the process.

Under the overall guidance and supervision of the Director-General, the Head of Program duties  (Libya) main duties and responsibilities are the following:

1.      General Responsibilities

  • Contribute to identifying and addressing key issues in resolving the challenge of missing persons in Libya
  • Develop and maintain a global view of the work being done in Libya by various stakeholders to resolve the missing persons issue

2.      Program Implementation

  • Guide the implementation and development of ICMP Libya program, allocate resources and ensure outcomes as set forth in program descriptions and grant documents
  • Implement and further develop ICMP’s program in line with agreed strategies and organizational priorities
  • Engage in continuous policy dialogue with Libyan authorities, regional government representatives, and the international community, including international and other organizations, emphasizing the human rights and rule-of-law dimensions of the missing persons issue
  • Contribute towards securing legal agreements with the Libyan government and ensure that ICMP operates within the terms and conditions of its legal agreements once established
  • Ensure that all Libyan Program activities are sensitive and responsive to the political, social and economic environment
  • Facilitate, as appropriate, the participation of Libyan authorities as well as civil society, technical experts or other national and international partners and stakeholders

3.      Resource Management

  • Ensure program objectives and requests for expenditure align with the objectives of the donor grants and ensure program resources are used for the purposes they were intended for in the donor grants awarded to the ICMP that cover their respective areas of responsibility
  • Authorize any request for expenditure for the Libya program and ensure that any request for expenditure is aligned with the objectives of the program and represents an effective use of resources
  • Ensure program compliance with the financial and administrative rules, regulations, policies and procedures of the ICMP
  • Ensure that the control of expenditure and the disbursement of resources is in accordance with established ICMP procedure and provide financial reports as required by ICMP and its donors

4.      Staff Management and Supervision

  • Recruit, mentor and manage the Libyan program staff
  • Lead and manage ICMP Libyan Program staff, providing guidance on aims, direction and timing of work, building cooperative relationships internally and externally
  • Implement and maintain arrangements to ensure efficient communication between the Libya Program and headquarters, as well as with external partners
  • Ensure quality, relevance and regularity of Program reports
  • Conduct security threat and risk assessments and coordinate security arrangements for staff travelling in country
  • Ensure effective support for working groups, committees and other cooperative mechanisms that contribute to the ICMP Libya Program.

5.      Fundraising and Liaison with the Donor Community

  •  Work on continuous local and international fundraising initiatives, including the drafting of project proposals, concept papers and budget outlines
  • Establish and develop working relationships with key donors and actively develop local funding sources
  • Implement and maintain arrangements to ensure efficient communication between the Libyan  Program and headquarters, as well as with external partners.

6.      Media Engagements

  • In coordination with headquarters, develop and manage a media strategy, and develop a sound relationship with all sections of the media and ensure that any broadcast or published material accurately reflects the views, priorities, and values of ICMP.

7.      Security Management

  • Lead the Libya  Program Crisis Management Team, accountable for security within the program, and oversee security management within the program in accordance with ICMP plans, policies and procedures

8.      Other related duties as necessary.

Requirements

  • Specialization(s)/Professional Designation: Advanced university or equivalent degree in Political Science, Humanities, Sociology, Law, Management, Public Administration, or relevant discipline.
  • At least ten years of relevant managerial experience in an international organization, government institution or international non-governmental organization with a proven track record in leading such institutions and/or development programs
  • Ability to communicate effectively with senior government officials and the diplomatic community, while demonstrating sound political judgment and cultural sensitivity
  • Previous experience working in Libya is an asset
  • Proven experience managing teams and leading a diverse group of professionals from various cultural backgrounds with tact and sensitivity
  • In-depth understanding of programming issues and policy work at national and international levels
  • Excellent understanding of human rights law and the missing persons issue
  • Demonstrated ability to deal with projects involving substantial scientific/technical components, conducted by subject matter experts
  • Excellent skills in facilitation and capacity building to develop relationships among staff, donors, partners, and shareholders
  • Excellent conceptual, analytical, report writing and presentation skills
  • Excellent planning and prioritization skills, including the ability to think and operate strategically

Mandatory Requirements

  • English – Fluent speaking, reading, writing;
  • Knowledge of Arabic is desirable and considered an asset.
  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and PowerPoint
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender
  • Willingness to travel on a frequent basis
  • Willingness to work flexible hours including weekends and evenings
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner

Benefits
This position will be based in Tripoli, Libya and may involve travel to the Netherlands or other locations for official business reasons. Due to the hardship location, the position is eligible for a regular rest and recuperation rotation and danger pay.

This is a full-time fixed term position with a competitive base salary at the E8 on the ICMP Libya salary scale, generous paid leave and extensive health insurance benefits for the incumbent and any eligible dependent. For more details, please see the ICMP website.
