Action Against Hunger (ACF) is recognized as a global entity engaged in the enhancement of health systems, water treatment and sanitation, mental health support, food stability, and economic well-being. A registration certificate, issued by the Civil Society Commission in Libya, is held by the organization.
Operations in Libya were initiated by Action Against Hunger in March 2020, starting with its first mission in Eastern Libya, Benghazi. Subsequently, an expansion was made with the opening of an office in Libya’s capital, Tripoli, in October 2020, and a branch in Southern Libya in December 2021. In response to the devastating impact of the Daniel storm in Eastern Libya in September 2023, the Benghazi base was reopened by the organization, having been closed previously in June 2023. Efforts in Eastern Libya included the provision of essential non-food items and mental and psychosocial support to internally displaced persons (IDPs) and those affected by the storm. Activities were concluded on March 28, leading to the closure of the Benghazi base again due to lack of fund.
Registration and renewal processes with the authorities in Tripoli and Benghazi have been successfully navigated by the organization, ensuring continuity in its operations despite varying procedures. A strategy centered on local engagement and transparency has proven crucial for establishing and maintaining robust relationships and networks with key stakeholders across the country.
Your position and responsibilities

Technical/Support Manager: Regional Finance Manager & Regional HR advisor (HQ)
– Lead the definition / update of mission’s HR and finance strategy;
– Ensure quality of financial controls including accountancy, cash management, financial and budgetary management;
– Ensure quality recruitment process, contract management and retention efforts aligned with mission planning;
– Ensure application of fair and transparent procedures for recruitment;
– Ensure staff records, including performance appraisal data, are maintained and in accordance with confidentiality requirements;
– Identify, prevent and manage departmental risks (including fraud, corruption and other misconduct issues);
– Oversee financial and HR strategy for partnership management participating in the process of selecting partners and validating the financial and HR risk analysis provided by the bases;
– Manage the Finance and HR team in the coordination office and be Technical/Support Manager of Finance and HR teams in the bases.
Your profile
You hold a Master degree or equivalent in finance, accounting, business administration, or other relevant subject and minimum 5 years of experience in the field,
A minimum 3 years of experience in Human Resources preferably in context of INGOs, experience with recruitment, administrative employee follow up, training and career follow up and development is a plus.
You have a strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
You have an ability to translate technical financial data into informative reports.
You have demonstrated experience and skills with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
Your employment conditions
- 12 months contract under French legislation
- Starting Date: 03/06/2024
- Monthly gross salary from 2597€ to 2968€ upon experience.
- Per diem and living allowance: 530 Euros net, field paid.
- Monthly country allowance: 450 Euros.
- 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen
- Child allowance, 1500€/year/child (capped to 6000€).
- Coverage of transportation costs to and in the mission100% coverage of health contributions (social security + private insurance) and repatriation insurance.
- 25 days of paid leaves per year.
- 20 RnR per year. + 215 € at each RnR period.

Tripoli is located in the West, and is the official capital city. It is the coordination base and AAH has one office/GH where the expatriates will be staying during their mission/visit. Outside of working and curfew hours, movements inside Tripoli are allowed (with trusted vehicle or walking in groups), in the green zone (Al Noflyeen district) where some cafes and restaurants are authorized.
