Job Description
General Tasks:
- Oversight of project protection components – To oversee and provide technical guidance on the implementation of GBV and protection monitoring related activities, ensuring that project deliverables and activities are of high quality and in line with CESVI and International standards.
- Provide technical support and quality enhancement to GBV case management and PNA activities, including regular case reviews, supporting with high-risk cases, one-on-one coaching of GBV and Protection Monitoring supervisors, enhancing capacity of supervisors to supervise GBV and general protection case workers/ and protection officer.
- Support the MHPSS Specialist with PSS activities for adults and child survivors, including assuring quality oversight, promotion of resilience-building principles and harmonization of this approach across CESVI projects.
- Develop awareness raising materials on GBV, Gender, General Protection and Protection Mainstreaming.
- Support Child Protection TO and related team members in the management of child GBV cases.
- Ensure GBV risks and strategies are assessed on a regular basis and support field teams in identifying and referring GBV survivors or at GBV risk individuals.
- Conduct regular visits to CESVI offices and community centers to monitor the implementation of projects, providing technical inputs for projects readjustment and feedback to staff. Through monthly coordination meetings, gather technical information, feedback, and insights from the field. Translate these findings into actionable recommendations or improvements to be discussed and managed with the Head of Programs.
- Collaborate closely with the Regional Protection Advisor and support implementation of the strategies based on the identified recommendations, ensuring alignment with organizational objectives and priorities.
- Sharing GBV and protection relevant updates, best practices, and other valuable information with team members and Technical Unit (when relevant, with external partners and stakeholders).
- Undertake any other tasks and responsibilities as they arise. This may involve assisting with special projects, direct requests from the Head of Mission, PMs, Regional Protection Advisor and other SMT, or supporting other departments when necessary.
- GBV and protection staff technical management, mentoring and capacity-building. Support with recruitment of GBV and protection monitoring staff, including drafting ToRs, writing, preparing and correcting tests and participating in interviews. Identify training needs with PMs and supervisors and, in coordination with the Technical Unit, design and deliver training, refresher workshops, and ensure that the enhanced knowledge of the team results in improved programming. Provide one-on-one and group coaching sessions on key GBV and protection topics. Support supervisors to monitor the capacity of their staff and design appropriate training materials.
- Contribute to regular donor and CESVI reporting – Regularly review MEAL data to gather evidence to inform current and future programming in GBV and protection and provide support in data analysis, including sharing the information with field teams for their comprehension. Identify evidence/knowledge gaps and work with MEAL to suggest options to rectify. Regularly review and share emerging evidence from international standards and tools including GBV AoR Minimum Standards, IASC GBV Guidelines.
- In collaboration with the other specialists, work with the MEAL Unit to improve country capacity on Protection Information Management (PIM).
- Support CESVI to integrate Gender and Protection Mainstreaming across its projects.
- GBV component development – Review CESVI Libya’s GBV programmatic approaches in line with national legislation, CESVI’s Resilience Framework, Minimum Standards for GBV in Humanitarian Action and other relevant IASC Guidelines.
- Protection monitoring – Review, adapt and/or develop protection monitoring tools, guidelines, Develop capacity-building and awareness materials as per project needs. Assist teams with the annual outreach plan and oversee its implementation.
- External representation. Represent CESVI, and proactively participate, in GBV and protection related working groups/taskforces. Feed any relevant documents developed by relevant working groups/taskforces to ensure that GBV and protection issues are included.
- Responsible for updating GBV and general protection service maps and referral pathways information.
Job Requirements
- Bachelor’s degree in social work, psychology, or related field.
- At least 4 years of experience working in social services, GBV and Protection.
- Experience with NGOs and INGOs is an advantage.
- Knowledge of international GBV/protection standards, and tool development.
- Skill in data review and analysis, especially from MEAL sources.
- Ability to convey technical information clearly, strong written and oral skills.
- Excellent knowledge of English and Arabic.
- Excellent organizational skills.
- Ability to exercise sound judgment and make decisions independently.
- Excellent self-motivation skills.
- Ability to travel and provide mobile support.
- Knowledge of Child Protection Principles.
