OBJECTIVES OF THE PROGRAMME
To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health priorities, and sustainable development agendas and harmonized with the United Nations country teams and partners to improve health outcomes and progress towards achieving Universal Health Coverage.
DESCRIPTION OF DUTIES
The incumbent will be required to perform all or part of the following duties:1. Review Key Performance Indicators for the WCO and advise the Operations officer on compliance issues, coordinate with different units to close any compliance issue related to Budget and Finance.2. Review financial transactions related to Direct implementation., Direct Financial cooperation, and Grant LOAs and ascertain that it follow the financial rules and regulations and train counterparts and staff in this area.3. Facilitate and implement the efficient running of financial operations through coordination with counterparts on timely submission of DFCs, ensuring strict compliance with accounting standards including the application of IPSAS and other financial policies and procedures.4. Participate in the regular and ad-hoc assessments of implementing counterparts whenever required.5. Prepare general and specific budgetary estimates for projects; monitor the application, control, and accounting of approved budgetary allocations by programmes.6. Track and report on financing against budget; monitor implementation rates, consolidate financial data, prepare periodic/ad hoc budgetary and financial statements and returns, identify financial gaps, and recommend alternative action to managers as appropriate.7. Consolidate, analyze, and prepare the financial data as well as reports for the country office.8. In coordination with the RMO, collaborate with counterparts within other UN agencies and Donors to facilitate budget resource management planning and resource mobilization.9. Follow-up on donor proposals and reporting deadlines; verify and provide budgetary clearance to proposals and reports for the resource mobilization team.
REQUIRED QUALIFICATIONS
Education
Essential: A first university degree in accounting, financial management, business or public administration or economics with specialization in budgeting/accounting.
Desirable: An advanced university degree (Masters level or above) in business administration, finance, accounting, or public administration, professional qualification or licensure in accounting/ accountancy.
Experience
Essential: At least 1 year of relevant experience in finance, budget/accounting. Demonstrated experience in accounting and consolidation of financial data using ERP systems or similar packages.
Desirable: Experience or knowledge working in an international organization, and/or UN agency.
Skills
• Sounds knowledge and skills in finance, budget, accounting, management policies, practices and procedures, including the application of IPSAS, and the ability to apply them in the country office setting as well as thorough knowledge of administrative and management principles and practices.
• Ability to identify issues, formulate opinions, make conclusions and recommendations.
• Proven skill to demonstrate professional competence and mastery of accounts and budgetary matters.

REMUNERATION
Remuneration comprises an annual base salary starting at USD 34,827 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.

* Purpose of the Position
The purpose of this position is to implement the full range of Budget and Finance services at the Country level. The major expected output is the implementation of internal controls in budget, finance and accounting initiatives including budget preparation, monitoring, reporting on all programme and
extra-budgetary funds, including management of financial disbursements, follow-up on the liquidation of outstanding funds.

Organizational context (Describe the individual role of incumbent within the team, focusing on work environment within and outside the organization)
Under the direct supervision of the Operation Officer and overall guidance of the Head of WHO Country Office, and in close consultation and collaboration with the relevant finance and administrative units at the regional office level, the incumbent will ensure the compliance of all aspects of financial management, and control of financial reporting. The FO reviews financial data provides inputs on financial issues to senior management and prepares financial reports. S/he ensures adherence to the International Public Sector Accounting Standards’ (IPSAS), applicable regulations, Position Description – Professional and financial policies and procedures. This involves close cooperation with counterparts in other UN agencies and Donors on the allocation of financial resources.
