Safeguarding Policies CESVI has zero tolerance approach to any form of abuse and sexual exploitation as well as bullying and a range of non-sexual abuse of power perpetrated by CESVI employee and related personnel against any individual (children and adults) regardless of age, gender, sexuality, disability, religion or ethnic origin. CESVI takes all the complaints and concerns about violence against children and sexual exploitation and abuse (SEA) seriously and it initiates rigorous investigation of complaints indicating a possible violation of safeguarding policies as well as of CESVI Code of Conduct and of CESVI Ethical Code.

Role Responsibilities and Expectations:

Project Management and Field-Level Coordination:

  • Be responsible for Field Coordination responsibilities for concurrent activities in the locality; with operational responsibilities of multiple team members, and at times in collaboration with more than one Program Manager.
  • Under the guidance of Area Manager and when requested – proactively establish and maintain local relationships with all stakeholders to ensure Program implementation is successful.
  • Manage and coordinate field level operations to ensure adequate and efficient project implementation, in line with workplans, budgets and log frame deliverables.
  • In collaboration with the Emergency Coordinator, monitor project activities and identification of necessary adjustments.
  • Support the Emergency Coordinator in budget management, expense approval and forecasting.
  • Participate in periodic field assessments.
  • In collaboration with Emergency Coordinator, determine project procurement needs, including the completion of relevant documentation.
  • Draft reports for donors, and monitoring of project progress. Review content of reports received from field-level officers or local partners and provide feedback for improvement.
  • Efficient and appropriate management of the office, goods and equipment.
  • Attend and participate in all relevant meetings held in Libya related to the activities of the project and always in full coordination with the Emergency Coordinator
  • Frequently brief and consult with the Emergency Coordinator to mitigate any risks associated with the project implementation, including providing any relevant contextual updates.
  • In collaboration with the MEAL dept. guarantee proper data collection of project activities.
  • Adhere to CESVI’s Children Safeguarding Policy, PSEA Policy, Code of Conduct, and report concerns through the relevant channels; and champion this among team members.
  • Carry out any other duties that may be assigned by the Emergency Coordinator or CESVI Senior Management Team

Human Resource management

  • Line management of CESVI project field-based staff assigning specific tasks and objectives to ensure the achievement of the goal of the project
  • Where there are vacancies related to the project, support in staff selection and onboarding according to the project’s activities and in compliance with CESVI’s recruitment procedures.

Partnership management and monitoring.

  • Be responsible for coordinating partnerships in project locations, ensuring that that co-implementers and partners adequately engage with CESVI, and any issues are communicated as necessary.
  • Organize regular meetings with relevant local partners/stakeholders to discuss project progress and any challenges.
  • Produce monthly internal reports and support for external reporting, ensuring all reporting commitments (internal and external) are respected, providing reliable information and high-quality inputs.
  • Conduct regular field visits to project locations to monitor project progress and conduct quality spot-checks (of project activities). Use the visits to provide capacity building of implementing partners as needed.

Job Requirements

  • Degree in Development, Social Work, International Relations or related field
  • Four years of experience working within the development/humanitarian sector
  • Team management/supervision experience
  • Strong negotiation and representation skills
  • Knowledge about donors and their procedures
  • Demonstrated strong computer skills in Microsoft Office, Outlook, PDF
  • Highly organized and detail oriented
  • Good report-writing skills
  • Fluent in oral and written English
  • Able and willing to work under stress and with tight deadlines
  • Self-motivated, optimistic, proactive and flexible mindset, with particular strengths in early identification of problems and mitigation strategies
