Education Core Competency Team Leader
JOB DESCRIPTION
The Team Leader will be in charge of ensureing mplementiion of NRC PSS and education activities for both Libyan and non-Libyan children and adolescents (formal and non-formal education) according to programme work-plans under the supervision of the Education Project Coordinators. Activities include but not limited to; Better Learning Programme (BLP), teacher professional development, non-formal education classes, adolescent girls/boys clubs, outreach activities.
The Education Project Team Leader is responsible for project implementation, staff management, liaising with stakeholders to facilitate activity implementation and field-level reporting.
RESPONSIBILITIES
Generic responsibilities:
- Adhere to NRC policies, tools, handbooks and guidelines
- Strict adherence to the NRC Code of Conduct
- Implement the education project according to the plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Promote and share ideas for technical improvement
- Ensure capacity building of project staff and transfer key skills
- Liaise and collaborate with relevant local authorities and other key stakeholders
- Make decisions on the ground with limited or remote supervision
Specific responsibilities:
- Responsible for overseeing the successful implementation of all Education project activities including monthly work and activity plan, staff management and procurement processes.
- Responsible for accurate and high-quality bi-monthly reports on programme activities. Ensure M&E correctly conducted and reported including verifying data collection and submission, and accuracy
- Ensureprogramme guidance notes are followed and implemented at fiedl level by Education team and incentive teachers. .
- Manage staff performance using NRC performance management system, ensure education team members are joining NRC mandatory training
- Promote the rights of Libyan and non-libyan children and youth in line to access Education according to NRC the advocacy strategy.
- Monitor, evaluate and suggest changes and improvements on implemented activities and materials based on field level observations and discussions with the relevant staff and stakeholders, and report to Project Manager and Spcialist.
- Ensure Child Protection referral pathways are put in place and utilized in areas of implementation; liaise with Child Protection and other Education actors
- Regular field travel to oversee implementation fo activities and ensure NRC compliance measures are in place areas regularly to manage local education authority relations and project activities.

Experience from working within technical expertise area in a humanitarian/ recovery context.
- Previous experience from working in complex and volatile contexts; ability to remain calm and professional in tense situations
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Fluency in English, both written and verbal. French is an asset.
• Proven ability to multi-task and meet deadlines.
• Ability to work diligently both independently and in a team setting.
Context/ Specific skills, knowledge and experience:
- Knowledge of education context in West area; understanding of the circumstances, needs and challenges – IDP/returnee, migrants and refugee children face and the sensitivity of the context.
- Understanding of INEE minimum standards.
- Knowledge of the basics of child protection and psychosocial support.
- Experience implementing education projects targeting children and adolescents.
- Experience in coordination and liaising with Ministry of Education (MoE).
- Strong organizational and planning skills and ability to coordinate multiple activities simultaneously
We are looking for a candidate with (3-4) years of experience working in education/child protection project implementation including a minimum of 2 years with staff management experience. Previous experience working with Ministry of Education (MoE) and community schools as well as teacher development.
