The position will be based in the Benghazi Sub Delegation

 

JOB DESCRIPTION:
Purpose:

Economic Security Generalist 1 carries out basic field and office work related to implementing and monitoring the ICRC’s economic security (EcoSec) program under the supervision and guidance of the EcoSec delegate. S/he will focus on the data management file and keep EcoSec documentation and records up to date.

 

Accountabilities & Responsibilities: Functional Responsibilities:

Working under the supervision and with support from Economic Security Delegate/Generalist 3, has most of the following responsibilities.

  • Designs or adjusts data-collection tools.
  • Collects data using data-collection tools and devices.
  • Enters data into and maintains the survey database and the EcoSec Programme Management Tool (EPMT).
  • Performs mid-level qualitative and quantitative data analysis.
  • Describes results and produces data visualizations.
  • Collects data using methods that are in line with the household economy approach.
  • Collects and analyses market price data.
  • Analyses strengths, weaknesses, opportunities and threats (SWOT analysis) to identify possible response options.
  • Contributes to identifying response options based on an analysis of EcoSec core components (food consumption/production, living conditions, income support and capacity-building).
  • Contributes to designing a good method for registering beneficiaries.
  • Contributes to developing methods, plans, implementation, logistics and reporting for aid distribution.
  • Carries out on-site aid distributions.
  • Contributes to designing and implementing voucher, food/cash-for-work, cash transfer and microeconomic initiative programmes.
  • Contributes to analyzing the security, socioeconomic, cultural and political environment as it relates to the ICRC.
  • Contributes to internal reporting.
  • Translates documents for internal use and interprets upon request.
  • Provides administrative support.
Relationships:
  • Internally, interacts mainly with colleagues at the local level.
  • Externally, maintains and develops a network of local/district-level contacts (members of the population, community leaders, authorities, NGOs, etc.) upon request from their direct supervisor.
Scope & Impact:
  • Geographical remit: Benghazi Office Area of Responsibility (AoR).
General Duties and Code of Conduct:
  • Is aware of the delegation’s objectives and activities.
  • Handles general and individual information accurately and with confidentiality;
  • Understand the three components of the Red Cross/Red Crescent Movement.
  • Applies the security rules at all times.
  • Respects and observes the staff regulations of the ICRC in Libya.
  • Performs duties and tasks not covered in this job description and provides support to other departments when necessary.
Certifications / Education required:
  • A University degree in Business Management, Agriculture, Economics, Development Studies, Sociology, Animal Production, Veterinary Science, or equivalent qualification and experience in related fields is desirable.
  • 2-3 years’ work experience in a similar field.
  • Must be able to travel inside and outside Libya.
  • Experience working for an NGO or international organization is an asset.
  • Good command of written and spoken Arabic and English.
  • Good computer skills.
  • Good knowledge of the geographically assigned environment.
  • Good analytical skills.
  • Capacity to apply ICRC rules and procedures.
  • The capacity of treating information confidentially.
  • Excellent organizational and methodical abilities, sense of initiative.
  • Service-oriented with a strong sense of setting priorities and flexibility.
  • Interest in humanitarian activities (especially ICRC’s).

 

ICRC is a humanitarian organization, which works to protect and assist victims of armed conflicts. The position within the institution requires to convey/carry a certain image of the ICRC, ICRC expects its employees to behave in an appropriate manner at all times and in all places. All members of staff should ensure their attitudes correspond to ICRC principles both during and after working hours.
