PROJECT HOPE NAMIBIA (PHN) OVERVIEW

Project Hope Namibia (PHN) is part of Project HOPE – the People-to-People Health Foundation, Inc., a global health non-profit organization dedicated to providing long-lasting solutions to health problems and improving the quality of life for the world’s most vulnerable people, especially women and children. Project Hope Namibia has a broad range of health projects focusing on HIV/AIDS, tuberculosis (TB), reproductive maternal new-born and child health, and non-communicable diseases. Our work has involved strengthening health systems through established functional health management information systems and strengthening the health work force to improve quality and delivery of care. Project Hope Namibia has also been supporting COVID-19 Vaccination Centers (CVCs) and mobile outreach teams, conduct training, and recruit vaccinators and support staff to manage and vaccinate population with safe and effective COVID-19 vaccines.

NASSL PROJECT BACKGROUND

Saving Lives and Livelihoods (SLL) is an Africa-wide partnership between Africa CDC, all African Union (AU) Member States, MasterCard Foundation, and different Africa-based implementing partners, including Project HOPE Namibia (PHN).  SLL aims to increase African Union (AU) Member States’ COVID-19 vaccination capacity by helping to establish new or bolster existing COVID-19 Vaccination Centers (CVCs) in African countries, thereby achieving 60% vaccination coverage among eligible populations. Project HOPE Namibia (PHN)’s North Africa Saving Lives and Livelihoods (NASLL) project component supports the provision of training, additional health workers and supplies to operate fixed CVCs and mobile outreach vaccination teams. PHN and its partners will work with MoHs and existing CVC managers to create surge staffing plans for each CVC and mobile outreach team, train health worker cadres of and in, the process, boost national EPI (Expanded Program of Immunization)’s capabilities to administer vaccines while ensuring adequate data collection, monitoring, tracking, information systems (including electronic health information systems) as well as the necessary tools for data collection, analysis and reporting are in place.  Under the supervision and guidance by the PHN’s NASLL Project management team, various configurations of country-level staff and local civil society partnerships are being engaged in the Northern African countries targeted by the NASLL project”.

DUTIES AND RESPONSIBILITIES

Under the supervision of the NASLL Project Director, the SLL Country Coordinator is responsible for coordinating and implementing the country-level activities of the Saving Lives and Livelihood (SLL) project.

ESSENTIAL RESPONSIBILITIES

To perform this job successfully, an individual must be able to perform the given duties with satisfactory results. The requirements listed below are representative of the knowledge, skill, and/or ability required. The Country Coordinator is responsible for coordinating and overseeing the implementation of country-level activities. S/he will maintain systems for national project operations in an office with other employees; coordinate and maintain working relationships with project stakeholders (including ministries, high-level government officials, labor unions, private sectors, implementing partners and others); and collaborate to improve government capacity:  This may include, but is not limited to the following:

NASLL Project Country Operation and Supervision:

Lead the NASLL Country Team and sub-partners in developing and implementing the NASLL project in line with the approved work plans and targets.
Ensure implementation of the NASLL project objectives effectively (logistics, administration, programs), according to the local reality and context.
Ensure to have strong fiduciary control of the NASLL project, in collaboration with the PHN NASLL Project Management team..
Provide direct supervisory oversight on all sub-grant partners awarded in the target countries, including monitoring and verification of grant compliance, technical reporting, financial management and information flow.
Monitor expenditures and anticipate evolving budget/resources needed for NASLL project activities
Manage the project components with responsibilities, including: (a) establishing and maintaining systems for project operation; (b) assisting in the development of the project’s planning and high-quality implementation of activities and deliverables; (c) overseeing national-level project implementation and deliverables.
Lead and coordinate the development and implementation of strategies to work with government entities, stakeholders, private sector companies, labor unions, and other civil society actors on policies or procedures.
With the support of field staff, submit timely and accurate program, financial, and procurement reports to the Project Director.
Develop and maintain various stakeholder coordination platforms to promote partnership and engage in coalition building.
Host visiting staff and donor representatives on site visits as necessary.
Manage alliances with local CSOs and international NGOs, with which to implement, identify/formulate projects in consortium, the effective management of any association agreement and its development.
Represent PHN to national partners, partner Working Groups, project communities, etc—while promoting a positive image
Other duties as assigned.

Management and Leadership

Internal management of contracted PHN personnel and consultants.
Support in identifying of human resources needs
Provide technical supervision and coordination of PHN NASLL staff and partners in field sites
Create and sustain a working environment of mutual respect where team members strive to achieve excellence
Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards within Project HOPE and amongst its beneficiaries
Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Code of Conduct, ethics, values, and standpoint with regards to internal and external actors

Capacity Development and Training

Provide trainings relevant to government capacity building, as needed.
Identify gaps in staff knowledge of NASLL COVID-19 skills and provide trainings on these topics
Provide coaching/mentoring of staff and on-the-job training to improve skills of the staff and
partners

Information Management

Work with PHN NASLL project staff to develop strategies for assessing the quality of collected data for the indicators and manage tools and methods for assessing data quality for all indicators
Write full narrative reports (needs assessments, internal reviews, progress reports, summaries etc.)
Present information and ‘tell the story of’ the project to multiple audiences and decision makers based on the findings from the analysis and monitoring
Verify reports’ accuracy and information presentation, including using appropriate graphs and tables.

Knowledge Management and Learning (KML)

Work collaboratively with other PHN NASLL project staff to develop and apply KML mechanisms and processes, while ensuring these mechanisms are in line with Project HOPE’s guidelines
Establish learning systems that incorporate response studies’ findings, lessons learnt, achievements and gaps, case studies, success stories and develop all the tools required to support learning practices
Organize internal reviews and lessons learned workshops and present practical recommendations
Ensure after-action reviews and lessons learned exercises, utilizing NASLL project data.
