The ICRC Delegation in Libya has a vacancy for:

Cooperation Field Officer

The position will be based in the Sabha Sub Delegation

 

In his/her capacity as a Cooperation Field officer (Coop FO), he/she will be responsible for the assessment, evaluation, elaboration, and implementation of ICRC cooperation projects.

JOB DESCRIPTION:

Cooperation with LRCS (Libyan Red Crescent Society)

Contribute to the fulfillment of Cooperation objectives specifically capacity building and partnership support

  • Conduct Field trips to follow up on LRCS branches/activities (e.g. EPR, dissemination).
  • Drafting of operational project agreements between ICRC and LRCS.
  • Following up on administrative issues on operational projects between ICRC and the LRCS (capacity building; assistance etc.); ensures the provision of operational and financial reports by the LRCS on a regular basis and according to established formats and procedures.
  • Ensures an economical and sustainable approach to all cooperation activities and the proper use of ICRC funds in line with the Cooperation Framework Agreement.
  • Works with other units within the Sub-delegation (Com/Diss; tracing, EcoSec, Health) in order to build the capacity of the LRCS and to strengthen relations with the National Society.
  • Is aware of / coordinates with the protection department on operational projects in the protection domain in Libya (RFL program).

Cooperation with Federation / PNSs (Partner National Society):

  • Following up – together with the cooperation team on the Movement policies/ Strategies and the implementation of the activities of the national society in Libya.

Reporting / Planning / Budgeting:

  • Write field trip report based on FTR (Field Trip Request) guidelines.
  • Writes minutes of meetings and proceeding of training workshops.
  • Regular contributions for Weekly Operations Report, Cooperation quarterly report, .. etc.
  • Establishing of analysis “RC/RC Movement” for PfR document and contributing to the drafting of the budget.

 

  • OFFICE ACTIVITIES:

Staff training – Management.

Coach LRCS staff and volunteers in cooperation issues

Interpretation – Translation.

  • Interprets accurately from English to the National language and vice versa during field visits and otherwise, as required.
  • Translates documents from English to the National language and vice versa as required.
  • Adapts his/her behavior to various interlocutors.

Treatment of information.

Registers and treats information (general and specific) accurately and with confidentially

Maintains regular contacts with NRCS chapters and with other interlocutors (NGO’s, associations,

etc.) and exchange information as required.

SUPPORT TO THE SUB DELEGATION:

  • Contributes to the analysis of the security, socio-economic, cultural, and political environment relevant to the ICRC and share relevant information with colleagues.
  • Reports events and changes within the region that could have an impact on ICRC’s activities and hence provides sound elements to the Delegation that allow establishing objectives and priorities.
  • Participates actively in meetings.

SUPPORT TO DELEGATE IN CHARGE:

  • Advises on culture, politics, general situation, and share relevant information related to the context.

GENERAL DUTIES:

  • Be aware of the delegation’s objectives and activities.
  • Understand the three components of the Red Cross/Red Crescent Movement.
  • Apply the security rules at all times.
  • Respects and observes the staff regulations of the ICRC in Libya.
  • The employee may be asked to perform duties and tasks not covered in this job description as well as to provide support to other departments when necessary.

 

Minimum required knowledge & experience:

  • University degree or equivalent in a relevant field, such as communications, political science or international relations.
  • 3 years of work experience in a similar field.
  • Fluent in written and spoken English and Arabic.
  • Team leadership skills.
  • Good analytical skills as well as communication skills.
  • Capacity to handle a lot of sensitive information with strict confidentiality and ethics.
  • Highly responsible with the capacity to work independently while maintaining team dynamic and team spirit.
  • A genuine interest in humanitarian activities (especially ICRC’s), previous experience in the humanitarian environment, and assets.

Standard function description:

  • Assumes main responsibilities for projects/programs in various fields, mainly independently.
  • Prepares written reporting.
  • Maintains contact with authorities at various degrees.
  • Contributes to PfR (Planning for Results) and budget follow-up.
