Qualification Master’s in Advanced University Degree (master’s degree or equivalent) in electric or geophysical engineering or related discipline. (essential).

Overview of position

Libya is grappling with a pressing water crisis, primarily due to its predominantly arid desert landscape. Most of its population resides in coastal regions, where arable land is limited, while central and southern areas face severe aridity and have smaller populations. The country heavily relies on groundwater, resulting in over-extraction, seawater intrusion, and a projected water deficit of 4,200 million cubic meters by 2025. Agriculture consumes a significant 85% of the water supply, putting immense pressure on this precious resource. Additionally, urban and industrial usage further strains water resources. The challenges are compounded by factors such as climate change, political instability, and governance issues, exacerbating the water crisis.

In response to this pressing issue, a dedicated project aims to make substantial contributions to Libya’s progress toward achieving the Sustainable Development Goals. This initiative focuses on three key areas: improving water resource planning and governance, enhancing water infrastructure management, and raising awareness about sustainable water practices. It aligns with the UN Sustainable Development Cooperation Framework and the Our Client Country Project Document and incorporates considerations for gender equality and the application of digital solutions. The project operates on the fundamental assumption that improved governance will lead to equitable resource allocation and more effective infrastructure management, ultimately contributing to poverty reduction, social inclusion, and economic stability in Libya.

The project is structured around three main outputs. Firstly, Output 1 seeks to strengthen national water resource planning and governance by fostering collaboration among stakeholders, enhancing institutional governance, and integrating the water-energy nexus into decision-making processes to promote sustainability. Secondly, Output 2 focuses on maintaining and enhancing the national water infrastructure through a comprehensive management strategy. This strategy takes into account synergies with the water- energy nexus and prioritizes maintenance and operational efficiency. Lastly, Output 3 aims to empower local communities for water security by implementing tailored strategies and promoting public awareness of sustainable water usage practices. This effort is mindful of geographical and resource variations.

Together, these outputs aim to establish a resilient, well-informed, and proactive approach to water management in Libya. This approach addresses both immediate and long-term needs while adapting to the challenges posed by climate change.

Role objectives
  1. 1-  Interview key stakeholders including operators, maintenance crews, and pipeline managers to understand their concerns, requirements, and expectations about a new defect detection system.
  2. 2-  Analyse the specific requirements and challenges of the MMR’s concrete pipelines.
  3. 3-  review the legal and regulatory requirements related to implementing seismic wave technology inpipelines.
  4. 4-  Assess the potential environmental impact, if any, of employing seismic wave technology on theconcrete pipelines and surrounding areas.
  5. 5-  Identify risks that could affect the project, including but not limited to, operational, financial, andtechnical risks.
  6. 6-  Perform cost-benefit analysis to assess the economic feasibility of implementing the seismic wavetechnology, upfront costs and the long-term maintenance and operational costs.
  7. 7-  Design and conducting field experiments to assess the efficacy of seismic waves technology fordefect detection, and documentation of field experiment results, and conduct field experiments data

    analysis.

  8. 8-  Outline the limitations of seismic wave technology for this specific application, including any falsepositives/negatives and the technology’s sensitivity and specificity.
  9. 9-  Develop a methodology for implementing seismic waves technology, including equipment andtools, in addition to training programs and skill sets required for staff to operate the seismic wave

    technology effectively.

  10. 10-  Develop a set recommendation for the project’s management on adopting seismic wavestechnology.
  11. 11-  Compile all the findings, recommendations, and necessary documents into a final report andprepare a presentation for key stakeholders in Arabic and English.

Key competencies

Proficiency in data analysis and interpretation, especially in the context of seismic data.

Strong problem-solving skills and the ability to assess and address complex technical challenges.

Knowledge of international standards and best practices related to pipeline inspection and infrastructure maintenance.

Familiarity with the use of geophysical equipment and software for seismic wave data collection and analysis.

Experience working in the field in challenging environments.

Proficiency in relevant software tools for data analysis and reporting.

Strong communication and interpersonal skills to collaborate effectively withproject teams and stakeholders.
