Job Description

Specific tasks and responsibilities:

  • Adhere to the CESVI Children Safeguarding Policy, PSEA Policy, Code of Conduct, and report concerns.
  • Raise awareness of the affected communities about the safeguarding system and how to report concerns and contribute to creating a safeguarding culture within the organization.
  • Supervise and monitor the implementation of the CBCA based on CP Case Management case plan and assessment for hosting families.
  • Participate in the recruitment of CBP Caseworkers, and provide technical guidance, capacity building, and direction for effective planning, implementation, and monitoring of the community-based protection and community-based care arrangement (CBCA)/hosting activities.
  • Responsible for leading and organizing the Community-based protection unit’s work, assigning staff, and keeping the implementation progress track.
  • Being the focal point for community-based care solutions external and internal referrals and assigning CBP CWs to support referred cases.
  • Being responsible for the organization of Monthly CGs Panels for agreed assistance to the active caregivers (CGs) hosting minors under the CBCA.
  • Being responsible for revising and with the Project Manager to approve potential CG assessment tools in line with CBCA SOPs.
  • Overview and supervise the organization of home visits in collaboration with CBP caseworkers and child protection caseworkers and coordinate with the security and logistics regarding arranging home visits.
  • With the support of the Community Mobilizers’ Focal Point, organize meetings, awareness raising, and FGDs with CGs, hosted children and community members.
  • Coordinate closely with internal teams (e.g., education, CP, PSS) to ensure integrated and holistic programming for children.
  • Track spending for community-based protection activities and CBCA financial support to ensure expenditures align with the project budget. Coordination with PM.
  • Collaborate closely with the Field Coordinator to manage and monitor the transportation allowances for caregivers, as well as the monthly reimbursements, ensuring timely and accurate disbursement in line with project and financial CESVI policy.
  • With the support of the Project Manager and technical officers, organize and plan training for new project staff engaged under the CBCA, caregivers, mobilizers, and hosted children. Document all activities in relevant KOBO and database.
  • Cooperate with the MEAL unit regarding regular data inserting and reporting and contribute to assessments and learning processes.
  • Conduct weekly coordination and CBCA supervision meetings with CBP case workers.
  • Liaise with the Project Manager, CP Supervisor, CP and PSS technical officers and Senior Social worker, and psychologist for specific concerns, needed support, or capacity building relevant to the CBCA project component.
  • Have regular weekly meetings with CBP staff, and project team, prepare regular reports, and review meeting minutes.
  • Have weekly meetings with the CP Supervisor to discuss CBCA progress, challenge, and exit plans for hosted children when needed.
  • Prepare monthly staff and volunteers (caregivers, community mobilizers, interpreters) capacity-building plans, provide logistic support for activities, document activities, and prepare the report.
  • Overseeing regular updates of relevant databases and tools by the CBP unit team.
  • Contribute to revising existing and developing new tools and guiding materials.
  • Professionally represent CESVI in meetings and ensure effective cooperation with local partners and other relevant actors;
  • Coordinate with other relevant stakeholders in order to ensure coordination, implementation of common standards in the field, and consideration of protection issues;
  • Assist in performing other tasks as requested by the Project Manager and technical specialists.

Job Requirements

Minimum Qualifications
Bachelor’s Degree: Social Work, or related fields.
Additional Training/Certification: Specialized in child protection, GBV prevention, psychosocial support, or related protection areas.
Experience
Leadership Role: Minimum of 3 years in community-based protection, with at least 2 years in a supervisory role.
Protection Experience: Managing programs related to child protection, gender-based violence (GBV), psychosocial support (PSS), and vulnerable populations.
Field Work: Practical experience in working with conflict-affected or displaced communities.
Capacity Building: Experience in training, mentoring, or developing caseworker competencies.
Stakeholder Engagement: Working with government bodies, NGOs, and community leaders.
Language Skills: Proficiency in spoken and written English is mandatory.
Other Requirements
Supervisory Skills: Excellent leadership abilities to guide and motivate teams.
Knowledge of Standards: Strong understanding of protection principles, safeguarding protocols, and case management practices.
Analytical and Organizational Skills: Ability to monitor program performance and prepare comprehensive reports.
Technological Proficiency: Competence with Microsoft Office and case management tools.
