- OVERVIEW
PUI Libya mission is looking for a civil engineer to supervise the light rehabilitation of two health facilities in Benghazi city. The rehabilitation consists mainly of improving the electrical, water and sanitation facilities, ensuring accessibility for people with disability, and maintenance works to the electrical system, windows and doors, among others. The engineer will be in charge of the update and finalisation of the preliminary needs assessment done by the mission, development of the Bill of Quantities (BoQ), support the Programme and Logistic Departments in the selection of the supplier in charge of the works, supervise regularly the progress of the works to ensure the technical specifications and the works timeline are respected. S/he will be responsible of updating the BoQ in case amendments will be needed during the works implementation. S/he will be in charge of ensuring the quality of the works delivered and supervise the handover process ensuring all documentation is signed and PUI procedures met.
S/he will liaise and coordinate with PUI programme and logistics departments and with the health facilities managers, to ensure good communication and ultimately a smooth implementation of the works.

- 2.1.Project summary
The service will be implemented in the framework of the project Strengthening non-communicable diseases (NCD) health care services in Eastern Libya, funded by Centre de Crise et de Soutien (CDCS) – with a 12 months duration from April 2022 to March 2023.
The project is implemented in Benghazi district and targets two health facilities, with the objective to improve the quality of health care services provided in the management of Non-Communicable Diseases (NCDs). As part of the support provided, PUI will build the capacities of the medical staff, provide medical equipment and supplies, and upgrade the infrastructure and water and sanitation facilities. To accomplish the latest objective, PUI is currently seeking the technical support of a civil engineer who will be in charge of the supervision of the quality and progress of the rehabilitation works that will be implemented by a contractor. The service provision will last 4 months, during which the engineer is expected to work approximatively 6 working days per month (24 days overall). The frequency of the site works supervision may be revisited upon request of both parties, based on the needs.
The service provider is expected to start on June 20th. Below a tentative timeline for the service.

- TECHNICAL SUPPORT NEEDED
To implement quality activities, PUI is currently seeking the technical support of a civil engineer for the supervision of electrical, water and sanitation rehab works in two health facilities in Benghazi.
The objectives are:
- Conduct a needs assessment in the two sites of intervention to update the preliminary needs identification done by the programme team on the mission.
- Draft the BoQ
- Support the programme and logistics departments in the selection of the contractor with technical inputs
- Supervise the progress and quality of the works implemented by the contractor
- Ensure the works are properly handed over and all required documentation signed (handover certificate, BoQ, works completion certificate)
- Communicate with the health facility manager and Department of Health Services (DHS) as per the needs, in coordination with PUI programme team
This support should include:
- Periodical visits to the sites of the works
- Regular meetings with PUI programme team and logistic department to share updates on the progress of the works, and alert in case of any delays/change in the timeline of the activities
- Punctual meetings with the Heal Facility manager and DHS if needed
Means of support:
The engineer will be able to use PUI office, laptop and internet connection, visibility. Transportation to the sites of works is granted. However, occasionally it might be required to the engineer to reach the works sites by his/her own means. PUI will share with the consultant templates for the BoQ, work progress report, work completion report and work completion certificate.
Duration:
- 4 months (6 days per month, 24 days in total – to be planned in a suitable manner along with PUI field staff)
This might be reassessed according to the needs during the partnership.
- Deliverables:
The support provided will lead to the elaboration of:
- Updated electrical, water and sanitation rehab needs assessment of the two targets health facilities
- BoQ of the works, updated/emended if needed during the works implementation
- Technical inputs for the selection of the contractor
- Bi-weekly progress report, including pictures and a description of the status of the works, challenges if any
- Works completion report, including pictures of pre and post intervention and a description of the works implemented
- Skills, experIEnce and expectations
Mandatory requirements:
- A degree in civil engineering
- At least 3 years of experience in the supervision of civil works, namely electrical, water and sanitation rehab activities
- Knowledge and experience in humanitarian and emergency projects, preferably WASH and rehabilitation activities
- Fluent in Arabic and English (spoken and written)
Preferred (but not mandatory):
- Ability to drive to the sites of the works
