ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi and Sebha with support from 12 international and 60 national staff.  ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

Position Profile:

Assignment

The Cash Assistant will report to and be under the direct supervision of ACTED Cash Transfer Project Officer tor based in the area of intervention. The Cash Assistant will be responsible for the implementation of ACTED’s data collection and distribution for its Cash Transfer Programming in the field.

FUNCTIONS
The Cash Assistant will be responsible for:

1. Primary data collection and Cash distribution

• Support the Cash Transfer Project officer to collect the lists from external partners and institutions.
• Conduct face to face and phone interviews and group discussions with identified households.
• Ensure anonymity of respondents and develop relationship of trust and safe space during data collection exercise with respondents.
• Accurate recording of data collected to the Project Officer and the Project Manager
• Provide daily feedback to the Cash Transfer Project Officer regarding any challenges faced during data collection (incl. tool development, stakeholder and respondent management)
• Liaise and maintain good relationships with the management of partners during joint exercises
• Support the Project Officer with reporting to relevant external actors (data sharing, joint communication with the beneficiaries, reports writing, meetings)
• Ensure the reliability of the primary data by supporting the Cash Project Officer with data cleaning and triangulation of findings at each step of the Project.
• Be available to follow up on missing/incongruent information, as required

2. Cash distribution: preparation and implementation

• Support actively the preparation of Cash distributions: external and internal documents, meetings, data cleaning and sharing, verifications.
• Ensure the implementation of the Cash activities: distributions, reporting, external relations, monitoring.
• Ensure the quality of the project activities by supporting the Cash Transfer Project Officer during the post-distribution period.
• Maintain good level of communication with beneficiaries, partners and authorities.

3. General

• Commit to the humanitarian principles of strict neutrality, religious and political impartiality and non-discrimination;
• Report and clarify any work-related issues and challenges to supervisors in timely manner;
• Respect time including to work, meetings, deadlines and other reasonable requests;
• Maintain a good team spirit and stimulating working environment amongst staff and colleagues;
• Commit to honest, high quality work in all aspects of responsibilities;
• Be solution-driven;
• Consider safety and security in the field, and immediately report all incidents to the security focal point;
• Undertake any other tasks as reasonably assigned by the Head of Department.

Qualifications

  • Bachelor’s degree in relevant field required.
  • Previous experience in Humanitarian assistance, especially Cash Transfer or Distribution Programming appreciated.
  • Minimum knowledge on NGOs’ environment, work and principles recommended.
  • Previous data collection experience highly recommended.
  • Knowledge of logistics procedures appreciated.
  • Ability to exercise initiative, problem-solving and to maintain strictest confidentiality.
  • Ability to establish and maintain positive and cooperative relationships with colleagues, CSOs, grantees and institutional partners
  • Excellent computer skills, particularly Microsoft Office, required. KOBO connect knowledge appreciated.
  • Fluency in Arabic and English mandatory.

1. Regular and timely reporting with the Project and Office Management
2. % Data collection completed on time with acceptable level of quality
3. % Reliability and quality of data treatment
4. % Distributions completed on time with acceptable level of quality
5. Work with beneficiaries and partners is completed with respect, confidentiality and good communication.
