Position Reports to: GBV Case Manager.

Field Site: Tripoli.

Date Needed: 16th August 2020.

 

Essential Responsibilities:
Tasks include, but are not limited to, the following:

The Case Worker will work as part of a GBV Team and will be responsible for providing direct case management and psychosocial services to conflict-affected and displaced women and girls and survivors of GBV in Tripoli, Libya. Under the direct supervision of the GBV Case manager and with the support of GBV Manager and GBV and protection specialist, the Case Worker works directly with beneficiaries in the WGSS or in home-visit and is in charge of helping individual women and girls as well as families in line with GBV guiding principles and survivor-centered approach and contributes to the information management system.

Under the direct supervision of GBV Case manager, GBV Manager, and the guidance of the Protection and GBV Specialist:

Case Management:

  • Participate in the design and update of tools used by the GBV Team such as the case identification and selection criteria, the vulnerability criteria, the case management steps, etc.
  • Receive cases referred by other departments of IMC, service providers, and agencies as per the GBV sub-sector’s Standard Operational Procedures for Prevention of and Response to Gender-Based Violence and Referral Pathways.
  • Conduct initial assessment using GBV IMS tools. During the interview and home visits, collect quantitative and qualitative data to analyze the situation and needs in order to define the most appropriate responses.
  • Prioritize cases according to risk level and based on vulnerability criteria.
  • Provide age-appropriate case management to survivors of GBV, including assessment of survivor’s needs; basic crisis counseling; supporting survivors in developing a plan to address their individual needs and safely implementing this plan; support to survivors in pursuing services from other service providers as per clients’ wishes.
  • Provide services to adolescent girl survivors of GBV, including case management, age-appropriate engagement and decision-making by survivors, Do No Harm analysis, and safety planning.
  • Provide essential information on available services and support survivors in navigating the referral pathways and accessing services.
  • Lead age-appropriate and specialized group emotional services for adolescent girls through WGSS.
  • Identify concerns related to and support adherence to GBV referral protocols and GBV guiding principles and bring these concerns to the GBV Officer.
  • Design an action plan addressing the needs of the case and get validation of the line supervisor.
  • Provide beneficiaries with information about IMC and other services available for beneficiaries in the north.
  • Conduct regular contacts/home visits of the selected beneficiaries to follow up on the agreed work plan and its progress and facilitate the good implementation of the work plan.
  • Ensure that progress is regularly reviewed.
  • Organize internal assistance delivery following defined work plan, procedures, and mechanisms.
  • During the whole process, the Case Workers manages cases in line with SOP, adheres to standard documentation process and follows best practices guidance.

Assessment:

  • Participate when needed in project assessments: surveys, data collection, filling questionnaires and forms, data entry, conducting interviews, FGD, etc.

Monitoring & Reporting:

  • Regularly ask the feedback and the level of satisfaction of the beneficiaries to adapt the support.
  • Follow up the external referrals to other service providers and ensure that the takeover is done as fast as possible.
  • Organize post-distribution monitoring report to evaluate the satisfaction with the distribution, assistance process, and to analyze the adequacy of the support.
  • Update the GBV CM database regularly and ensure appropriate follow up and action.

Capacity Building:

  • Support GBV Team for community capacity building via trainings and mentoring to be provided to women and girls committees with GBV risk assessment and identification, information dissemination, and safe referrals.

Coordination, Meeting & Representation:

  • Develop and maintain effective working relationships with relevant stakeholders including community leaders and other humanitarian partners and service providers.
  • Participate in weekly case-discussion meetings.
  • Participate to case management meetings with the GBV Manager, GBV case Manager, and Protection and GBV Specialist, when necessary involve other IMC departments or agencies.
  • Liaise with other NGOs for events, campaigns, and services available in the area.
  • Ensure communication and coordination with other departments/teams about internal referrals.

Qualifications:

  • Bachelor’s degree in relevant field – law, psychology, sociology, social work, social sciences, public health, etc.
  • At least 2 years’ relevant experience, including a minimum of 1-year implementing protection activities (preferably social work, counseling and case management) in humanitarian or development settings.
  • Clear understanding of and interest in the wellbeing of women and girls, and supporting their healing after the experience of violence.
  • Understanding of case management, psychosocial support, and life skills programming to promote survivor healing and recovery.
  • Demonstrated understanding of and ability to maintain confidentiality and respect for beneficiaries.
  • Commitment to promoting women’s and girls’ rights and stop GBV.
  • Basic computer skills including Microsoft Word.
  • Experience in regular report writing.
  • Extremely strong communication skills, with a good understanding of relevant cross-cultural and sensitive issues and the ability to gain trust and build relationships with new communities.
  • Strict adherence to humanitarian and Protection and GBV Guiding principles and standards, as well as organizational policies including Code of Conduct.
  • Positive and professional attitude, including the ability to lead and work well in a team setting.
  • Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment. Flexible, strong analytical skills, network-builder, and able to handle pressure well.

Language Skills:
– Fluency in BOTH Arabic and English required.
