The United Nations Children’s Fund (UNICEF) in Libya is inviting applications from suitably qualified applicants for the post of Adolescent Development (ADAP) Specialist, NOC, Temporary Appointment, #1241461, Tripoli, Libya.

PURPOSE OF THE POST:

Under the direct supervision of the Chief Education, ADAP Specialist will be responsible to finalize an internal operational plan, based on the youth strategy, initiate actions, develop external links with Government and national youth organizations and support the UNICEF country office in programmatic and cross-cutting youth interventions and actions. In addition, the ADAP Specialist will support the Education and ADAP programme to implement, monitor and report on two key youth programmes currently in progress.  The Specialist liaises with the ADAP advisor in the regional office, as well as the Youth Advisory Group (once set up).  This post is aimed at furthering the ADAP youth strategy to achieve UNICEF Libya’s CPD goals.

MAJOR TASKS/RESPONSIBILITIES:

Implement and monitor current ADAP interventions and activities, according to the Education and ADAP work plan in close collaboration with staff at the national and field levels.

  • Build partnerships with Government agencies, national partners, and stakeholders to support Libya’s youth agenda
  • Liaise with other UN agencies to provide a coordinated response to support the Government of Libya in youth actions
  • Monitor and report on youth activities in a timely manner
  • Oversee donor-funded youth interventions in programmes within the education and ADAP portfolio
  • Ensure timely and quality submission of quarterly, interim, and final donor reports.
  • Conduct other related activities as per the evolving situation and request of the supervisor.

To qualify as a champion for every child you will have:

Education and Experience:

  • A master’s degree from a recognized university in one of the following fields is required: Anthropology, Psychology, Sociology, Education, or another field relevant to the functions of the post.
  • A minimum of five years of progressively responsible professional work experience in planning, development, and implementation of an Education and/or ADAP-related programme.
  • A university degree in Anthropology, Psychology, Sociology, Education, or another field relevant to the functions of the post with seven years of professional work experience is acceptable in lieu of a master’s degree.
  • Background in working with young people as well as experience in coordination mechanisms and platforms within the Education including ADAP sector is required.  Additionally, experience in report writing is required. Teaching experience is considered as an added advantage.

Language Requirements:

Fluency in English and Arabic is required.
