JOB DESCRIPTION

 

Purpose

 

The PFL Field Officer supports the planning, implementation and monitoring of ICRC Protection of Family Links (PFL) activities in Libya.

Functions description:

Under the supervision of the Deputy Protection Coordinator for PFL and in close cooperation with other PFL team members, the Data team and the Protection teams in the sub-structures across the country, the PFL FO:

  • Ensures the correct implementation of the PFL procedures and the use of the right tools, to implement the Delegation’s PFL strategy and action plans.
  • Ensures the correct establishment and maintaining of the PFL (physical and electronic) filing system of the Delegation.
  • Collects, updates in the database, files and follows up individual PFL files and family messages.
  • Treats and files as needed incoming and outgoing correspondence (emails, pouches, letters) on PFL individual files.
  • Ensures a timely management of all PFL individual files and family messages, including the flow from ICRC sub-structures to the Delegation and abroad and vice-versa.
  • Ensures all relevant data is accurately collected for PFL purposes.
  • Contributes to compiling accurate statistics of the Delegation’s PFL activities.
  • Consults the database and extracts relevant PFL cases for specific follow-up purposes.
  • Receives phone calls and visitors, responds to their enquiries and presents ICRC’s PFL and other services accurately.
  • Discusses individual PFL files with other humanitarian organizations as needed, for PFL purposes.
  • Coaches ICRC Protection staff at Delegation and sub-structures level on PFL.
  • Contributes to designing new tools and procedures and finding solutions to overcome challenges.
  • Supports ICRC Protection teams in the sub-structures in the implementation of PFL activities.
  • Ensures the confidentiality of all the data treated.
  • Participates and supports in other Protection activities of the Delegation, as needed.
  • Timely and accurately reports on the activities carried out.

Scope

The PFL FO is based in Tripoli Delegation and covers the whole country.

S/he is expected to visit all ICRC’s sub-structures in the country when needed to support and coach the PFL teams.

S/he may join field trips for PFL or more general Protection purposes.

S/he may travel abroad to attend institutional trainings and regional events.

When required for such trainings, events, field trips and visits to other sub-structures, s/he is expected to overnight outside her/his usual work location.

Relationships

  • Internally, the PFL FO interacts closely with the PFL team, the Data team and the rest of the Protection team, in addition to all relevant colleagues within the Delegation, within ICRC’s sub-structures in Libya and within ICRC Delegations in other countries working jointly on PFL files.
  • Externally, the PFL FO interacts with:
    • the PFL team of the Libyan Red Crescent Society as well as other National Societies of Red Cross/Red Crescent working on PFL files related to Libya;
    • staff of other humanitarian organizations in Libya, for PFL purposes;
    • beneficiaries of ICRC’s PFL service in Libya, in person, by phone and by email.

General Duties and Code of Conduct

  • Respects the fundamental principles of the Red Cross/Red Crescent Movement and upholds the “do no harm” principle.
  • Is aware of the Delegation’s objectives and activities and represents the ICRC adequately with external interlocutors, including beneficiaries, authorities and other humanitarian organizations.
  • Contributes to the Delegation’s analysis of the context, humanitarian needs and security situation by timely sharing relevant information.
  • May be requested to perform duties and tasks not covered in this job description as well as to provide support to other departments when necessary.

Minimum required knowledge & experience:

  • University degree in a relevant field (Political Sciences, Social Studies, Humanities, etc.).
  • 3 to 5 years professional experience in a similar field (humanitarian work, development, etc.). 1-2 year experience with a humanitarian agency is an asset.
  • Excellent command of written and spoken English and Arabic; French is an asset.
  • Excellent computer skills: Outlook, Excel, Word, PPT, databases, Teams, etc.
  • Capacity to work within a team.
  • Good inter-personal skills: ability to treat all people respectfully, listen actively, show empathy and provide clear explanations.
  • Able to work under supervision or independently as required.
  • Able to work under pressure.
  • Capacity to work meticulously and in a structured way.
  • Capacity to learn quickly and to adapt to new work methods.
