BACKGROUND: The International Rescue Committee (IRC), one of the world’s largest humanitarian agencies, provides relief, rehabilitation, and post-conflict reconstruction support to people affected by natural disaster, oppression, and violent conflict in more than 40 countries. The IRC is committed to bold leadership, innovation, and creative partnerships. Active in public health, education, livelihoods, women’s empowerment, youth development, and protection and promotion of rights, the IRC assists people from harm to home. The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with health, protection, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures. The IRC has been working to expand its multi-sectoral reach in areas of critical need in Libya and in these efforts houses a Grants & Partnerships Unit (GPU) to support the design of, fundraising for, and management of quality, responsive programming with ambitious goals for work in partnership with local actors.

SCOPE OF WORK/ JOB OVERVIEW: Tropical Storm Daniel struck the eastern coast of Libya on September 10, 2023, with strong winds, heavy rainfall, and flash floods causing significant damage and loss of life. Several locations were heavily impacted as the storm led dams to burst resulting in high number of deaths, mass displacement of people and destruction of property overwhelming local capacities. IRC responded immediately and launched an emergency program aiming at providing life-saving medical care and integrated protection services. The scope of IRC’s integrated protection emergency response includes Women’s Protection and Empowerment (WPE), child protection (CP), and Protection Rule of Law (PRoL, or broader humanitarian protection) for communities and individuals affected by the floods. IRC is working directly to implement emergency activities but also collaborating with international and local agencies as well as government authorities, expanding protection interventions to include community-based protection and MHPSS across all project locations.  The IRC is looking for a WPE Casework to support the successful implementation of all psychosocial activities and provision of quality individual case management including direct counseling to women and girls affected by violence. Together with the Snr. WPE Officer and other WPE staff, the case worker will support in the provision of training and supervising Community outreach volunteers to respond to cases of violence in the community and enhance effective integrated case management.

 KEY RESPONSIBILITIES
Provide age-appropriate case management to women and girls who are affected by violence, including assessment of survivor needs; basic crisis counseling; supporting clients in developing a plan to address their individual needs and safely implementing this plan; support to clients in pursuing services from other service providers as per clients’ wishes.
Provide essential information on available services and support survivors in navigating the referral pathways and accessing services.
Determine the survivors’ immediate needs, such as medical care, emergency shelter, legal support, psychological counseling, or other essential services. Prioritize the most pressing needs requiring urgent attention. And refer to the other relevant support services.
Engage in the discussion with the Senior officer and relevant stakeholders to discuss the identified needs, propose solutions and strategize the best approach to meet the needs.
Ensure that information collected from the survivor is secured and kept confidential through Primero system and referral forms.
Provide services to adolescent girl survivors of violence, including case management, age-appropriate engagement and decision-making by survivors, Do No Harm analysis, and safety planning.
Provide group psychosocial support to women and girls; facilitate sessions focused on building awareness of different themes related to their wellbeing, safety planning, and deliver key messages on psychosocial support.
Lead age-appropriate and specialized group emotional services for adolescent girls and women through identified or established safe spaces.
Carry out community outreach and awareness raising on available services and key messages on psychosocial support.
Identify concerns related to and support adherence to confidential referral protocols and protection guiding principles and bring these concerns to the WPE Senior Officer.
Conduct mapping of available services and resources for survivors in the target area. Collaborate with other organizations and stakeholders to ensure a comprehensive and coordinated response to survivors’ needs.
Maintain accurate and confidential records of case management activities, including assessments, action plans, referrals, and follow-up support. Prepare regular reports on program activities and contribute to monitoring and evaluation efforts.
Collaborate with other IRC staff members, partner organizations, and relevant stakeholders to ensure a coordinated and comprehensive response to the needs of flood-affected populations. Participate in meetings, case conferences, and coordination mechanisms to strengthen referral pathways and service provision.
Supporting in ensuring accurate data is collected, entered into the database and detailed analysis provided using the right tools and in consultation with the M%E team and the supervisor.
Share with the WPE senior officer on a weekly basis all the needed items for the work. With the support of the senior officer, she can take the lead on the procurement process with the supply chain department.

KEY RELATIONSHIPS: The position will work closely with WPE Facilitators, GBV and CP Caseworkers, Officers staff from other departments such as security and safety staff, supply chain and health.

Position Reports to:  WPE Senior Officer

Working Environment:  This position will be within the Women and Girls Safe Space (WGSS) and involve outreach activities, including travelling between flood affected areas in the region. 

Job Requirements
Bachelor’s degree in relevant field – psychology, sociology, social work, social sciences, public health, etc.
At least 1 year of relevant experience, including implementing WGSS activities with vulnerable groups in emergency/conflict or post-conflict settings preferably.
Familiarity with Women’s Empowerment and Protection programming.
Commitment to promote women and girls’ rights.
Strict adherence to humanitarian and Protection Guiding principles and standards, as well as organizational policies including Code of Conduct.
High standard of spoken and written Arabic, and basic English.
Basic computer skills including Microsoft Word.
Experience in regular report writing.
Proven experience in delivering sessions and extremely strong communication skills, with good understanding of relevant cross-cultural and sensitive issues and ability to gain trust and build relationships with new communities.
Demonstrated high level of flexibility, responsiveness, and reliability.
Ability to work under pressure and strong time management skills to meet both short-term and long-term objectives.
