In response to the situation in Libya, the IRC launched an emergency program in September 2016 which aimed to provide life-saving medical care and integrated protection services. At present, the IRC is implementing health and protection activities in Tripoli and Misurata, while expanding its protection department, with a focus on community-based protection, the rule of law, child protection, GBV, and MHPSS across all its project locations. Recently, the IRC has established a center for psychosocial support activities for women and adolescent girls (WGSS), and for children (SHLS) in Misrata and Tripoli. The IRC’s Women’s Protection and Empowerment (WPE) program has been operational in both Misrata and Tripoli since 2016. The WPE program in both locations provide life-saving services to conflict-affected and displaced women and girls, including gender based violence (GBV) suvivors, IDPS, Migrants  and host community women and girls are provided with a safe space to access case management and psychosocial support and to attenskills-building and socio-economic empowerment activitie. The IRC also works through local women led organizations and is in the process of identifying more Civil Society Organizations (CSOs) to channel through its protection programming especially about women protection and empowerment.

 

 Job Overview/Summary:.  The WPE Asistant (CSO Support) is an important and integral part of the IRC Program Implementation team. The position holder will be responsible to work closely on all CSO related activities in Tripoli, CSO mapping and filling in questionnaire for the capacity assessment of the CSOs and etc. Support on leading of designing and organizing capacity building trainings to the CSOs in consultation with the Senior Capacity Building Officer. She/he will also be responsible for building and maintaining effective relationship and networking with partners and other stakeholder including the relevant line ministries  in the Libya government, for coordination and ensure their collaboration during the implementation of program activities, identify and address capacity gaps and ensuring quality program delivery and reporting. The position will be based in Misrata and will  be under the direct supervision of the WPE Officer and the overall guidance of the WPE Manager and the Integrated Protection Coordinator.

Major RESPONSIBILITIES: The WPE Assistant (CSO Support) shall:

  • Conduct assessment and mapping of Libyan civil society organizations (CSOs) in Misrata
  • Establish contacts with selected civil society organizations and organize brainstorming sessions at the provincial level
  • Capacity assessment of CSOs to identify training needs
  • Develop MoUs with selected CSOs for any possible partnership with the IRC
  • Regularly communicate identified capacity and training gaps and needs of the selected CSOs to the Senior Capacity Building Officer and ensure to organize trainings.
  • Build and maintain trusted and effective relationship and coordination with partners.
  • Provide support to the development and implementation of community engagement and outreach strategies, plans and activities
  • Support with the development or revision of guidelines and resources used for awareness raising sessions and information dissemination activities.
  • Support potential sub-partners by training and on site supervision.
  • Establish and maintain working relationships with IRC’s partners, networks and stakeholders.
  • Compile and timely submit reports related to training activities to the line manager
  • Perform any other tasks as assigned by the supervisor that are within the general scope of the described responsibilities.

KEY WORKING RELATIONSHIPS: the WPE Assistant (CSO Support) position will directly report to the WPE Officer and the overall guidance of the WPE Manager and the Integrated Protection Coordinator.

 

JOB REQUIREMENTS:

  • Excellent in written and verbal English with good analytical and critical thinking skills.
  • Good advocacy skills
  • Have basic knowledge of GBV case management
  • Problem solving skills
  • Excellent computer, MS office skills
  • Excellent communication and presentation skills
  • Flexibility and ability to work under pressure and meeting of deadlines
  • Good reporting skills including report compilation

  • Confidentiality and privacy
  • Bachelor’s degree in relevant field (Social Work, Psychology, Sociology, Gender Studies, etc.) and 1-2 year of relevant experience
  • Demonstrated understanding of and ability to maintain confidentiality and respect for clients
  • Positive and professional attitude, including ability to lead and work well in a team setting
  • Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment
  • Strong interpersonal skills (team work, listening, good communication and good listening)
  • Ability to work as team
  • Good English and Arabic language (Written and Spoken)
