Job Summary:

Women Empowerment Officer will be responsible for providing empowerment activities targeting women and girls and survivors of GBV in program locations in Libya. Under the direct supervision of the GBV manager, Women Empowerment Officer works directly with women and girls, utilizes the soft-skill building toolkits for women and girls, identifies the life-skill activities, establishes community-based prevention and response structures, and ensure GBV guiding principles and survivor-centered approach are abided. She will work closely with the GBV caseworker to tailor the GBV messages in awareness-raising activities, and to identify community-based risk mitigation strategies.

Main Tasks:

1. Capacity Building
  • Provide support to identify and prioritize the capacity development needs of relevant
  • stakeholders in order to manage and deliver quality GBV response and prevention services.
  • Provide assistance to conduct capacity assessments and develop capacity development plans for relevant stakeholders.
  • Facilitate technical training and supervision to relevant stakeholders.
  • Provide stakeholders with technical support for utilizing data collection and assessment tools;
  • Provide technical support for relevant stakeholders to develop awareness-raising and IEC materials on diverse topics (GBV, health, hygiene, and disability).
2. Women and Girl’s Empowerment
  • Work closely with the GBV caseworker in consultation with the GBV manager to develop SOPs,
  • adapt and tailor existing soft-skill and awareness-raising toolkits (Adolescent Girls Toolkit,
  • IMC’s GBV Awareness Raising Toolkits used in other operations) as appropriate.
  • Work closely with caseworker to establish community-based committees (women committee and adolescent girls’ committee)
  • Work closely with GBV manager to create the ToRs of the committees and to hold regular meetings
  • Train the committee members for GBV risk identification and safe referrals
  • Conduct safety audits and develop community-based strategies with the committees with the caseworker in consultation with the GBV manager
  • Identify the needed life-skill activities and conduct focus group discussions with the target communities
  • Conduct awareness-raising campaigns
  • Work closely with medical and mental health teams to tailor health messages for the related awareness-raising activities
  • Ensure the safe referrals for the cases identified from empowerment activities
  • Ensure the inclusion of disadvantaged groups (elderly, disability and diversity inclusion)
3. Monitoring, Reporting, and Assessment
 
  • Write weekly progress reports
  • Ensure the utilization of digital platforms for the collection and maintenance of data
  • Provide timely inputs for monthly, quarterly, and annual donor reports
  • Provide inputs in the indicator plans and work plans as needed
  • Participate when needed in project assessments: surveys, data collection, filling questionnaires
  • and forms, data entry, conducting interviews with key informants, and focus group discussions with beneficiaries.
  • Regularly seek community feedback following the activities conducted by the implementing partners.
  • Conduct focus group discussions with the participants to monitor the impact of interventions
4. Other Duties
  • Any other duty deemed necessary for the fulfillment of program objectives as discussed with the supervisor
  • Ensure application and compliance of security protocols and policies, including the provision of daily updates to security focal point and supervisor
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

Qualifications and Skills:

 
  • Bachelor’s degree in relevant field – law, social work, social sciences, public health, preferred;
  • At least 1 year of relevant experience with social work, education, or with a humanitarian NGO (master’s degree can be accepted as 1-year experience).
  • A clear understanding of and interest in the wellbeing of women and girls, and supporting their healing after the experience of violence.
  • Excellent understanding of and ability to maintain confidentiality and respect for beneficiaries
  • Commitment to promoting women and girls’ rights.
  • Very strong communication skills, with a good understanding of relevant cross-cultural and sensitive issues, and ability to gain trust and to build relationships with local authorities and new communities.
  • Strict adherence to Humanitarian and Protection Standards, GBV Guiding Principles, as well as organizational policies including Code of Conduct and Protection from Sexual Exploitation and Abuse.
  • Positive and professional attitude, including the ability to lead and work well in a team setting
  • Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment.
  •  Flexible with working hours.
  • Strong analytical skills and ability to handle pressure well
  • Team player a must
  • Strong organizational and communication skills required
  • Fluency in written and spoken Arabic and English is essential, fluency in spoken and written French or any other language is desirable.
  • Proficiency in basic computer systems such as MS Windows and relevant computer applications such as MS Word, Excel, and PowerPoint as well as Outlook essential
