The ICRC Delegation in Libya – seeks to fill the following position:
Water and Habitat (WatHab) Engineer
based in Tripoli, Libya
JOB DESCRIPTION.
Purpose:
WatHab Engineer 1 plans, designs and implements engineering projects within the scope of the ICRC’s water and habitat assistance objectives with supervision and coaching from their hierarchical superior. S/he monitors on-site works, carries out needs assessments and surveys, and plans new projects. S/he has a close working relationship with external stakeholders related to their projects.
Accountabilities & Responsibilities: Functional responsibilities:
- Draws up documents (drawings, bills of quantities, technical evaluations, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary.
- Supervises small numbers of contractors and/or consultants working on project sites and conducts quality control of infrastructure installed by the ICRC.
- Creates project files in electronic databases (such as the WatHab Project Assistant application) and keeps them up to date.
- Prepares written implementation/progress reports.
- Provides regular information to colleagues on security, stakeholder issues and site progress.
- Manages project purchasing on labour and materials according to the delegation’s financial rules.
- Administers hand-over of ICRC-provided infrastructure to end-users, and ensures its proper documentation.
- Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.
- Uses results-based management to evaluate project implementation.
- Helps to identify needs through assessments and surveys and produces written reports.
- Contributes to the constant development and update of project and program management tools and periodic reporting. Maintains contacts with interlocutors / authorities at local level mainly independently
- Executes administrative and office work related to the project activities i.e. filed planning with Generalist Field Officers, field trip notifications, creation and follow up on supply requests (SRs) and weekly OR monthly operational reports.
- Follow up the procurement of goods and services with logistic and administration for projects under his/her supervision and implement the distribution tracking process.
Relationships:
- Internally, daily contact with delegation employees for the design and administration of WatHab projects.
- Externally, minimum weekly phone or in-person contact and negotiation with project stakeholders (e.g. community leaders and local authorities), contractors and suppliers, as a representative of the ICRC.
Scope & Impact:
- Is responsible for on-site follow-up and basic design of complex engineering projects, with supervision and guidance from, WatHab Engineer 2 or 3, or the (Deputy) WatHab Coordinator.
- Works within the geographical remit of a sub-delegation or office.
- Manages technical support staff, if necessary.
General Duties and Code of Conduct:
- Is aware of the delegation objectives and activities
- Handles general and individual information accurately and with confidentiality;
- Understands the three components of Red Cross/Red Crescent Movement.
- Applies the security rules at all times.
- Respects and observes the staff regulations of the ICRC in Libya.
- Performs duties and tasks not covered in this job description and provide support to other departments when necessary.
Minimum required knowledge & experience:
- University degree in civil, structural or hydrological/hydraulic engineering, architecture or similar.
- Excellent command (spoken and written) of local language(s).
- Excellent command (spoken and written) of English and/or French.
- Proficient in use of drawing software if working in construction and hydraulic engineering.
- Proficient in use of AutoCAD and MS project-management suite or equivalent.
- 3-5 years’ professional experience in a related field of activity.
- Good knowledge of water and sanitation or construction engineering.
- Experience managing 1–3 technical support staff.
- Rigor, method and analytical skills.
- Capacity to apply ICRC rules and procedure.
- Excellent organizational and methodical abilities, sense of initiative.
- Service-oriented with a strong sense of setting priorities and flexibility.
- Interest in humanitarian activities (especially ICRC’s).
