The ICRC Delegation in Libya has a vacancy for:
Water and Habitat Engineer in Benghazi Sub-Delegation
The position will be based in the Benghazi Sub Delegation
In his/her capacity as WatHab Engineer based in BENGHAZI, (s)he will support the WatHab department in the assessment, evaluation, elaboration and implementation of ICRC Water-and-Habitat-projects.
Main Responsibilities:
– Takes contacts with various interlocutors (Water authority, Electrical authority, LRCS, other relevant authorities, community leaders, etc.) and assures follow-up independently.
– Organises meetings with interlocutors and assures follow-up independently.
– Updates the lists of interlocutors and contractors regularly.
– Takes minutes of WatHab information/working meetings and shares with his superiors.
– In line with the Sub-Delegation’s priorities, he plans and organizes visits to operational areas and project sites, if need be with overnight stays in the field.
– Assesses the needs related to water, sanitation, hygiene and “habitat” and collects all relevant information for the implementation of WatHab interventions.
– Submits written project proposals to WatHab Co (including detailed work description, necessary drawings, BoQ, cost estimates, etc.)
– Monitors and evaluates the project activities regularly.
– Ensures that WatHab objectives are respected and in line with the Delegation’s overall objectives and SD’s operational priorities.
– Participates in the evaluation of the program and makes recommendations.
– Ensures follow-up of LOG supply chain (SRs, contracts, purchases, quality control, stock management, deliveries, etc.).
– Ensures respect of the ICRC financial, administrative and logistical regulation rules in close coordination with Log, Admin and Wathab Delegate
– Provides input to operational reports (WOR/weekly operational reporting, monthly reports and Quarterly reports).
– Updates and manages the WatHab Project Assistant database (WPA), with input from other Wathab Engineers if necessary.
– Provides Field-Trip reports, Site inspection reports and Minutes of Meetings according to the existing format to the WatHab Engineer in charge, all in a timely manner.
Required background, skills and experience:
– University degree in a relevant field (ideally Civil or Hydraulic Engineering or similar)
– 2-4 years’ work experience in a similar field (WASH experience preferred)
– Strong advocacy skills
– Very good command of written and spoken Arabic and English
– Very good computer skills
– Good knowledge of geographically assigned environment
– Very good analytical skills
– Capacity to apply ICRC rules and procedure
– Capacity of treating information confidentially
– Excellent organizational and methodical abilities, sense of initiative
– Service oriented with a strong sense for setting of priorities and flexibility.
– Interest for humanitarian activities (especially ICRC’s).
– Good knowledge of project management is a strong asset.
