BACKGROUND

The Libya Local Governance and Civil Society (LGCS ) / Taqarib Project will enhance the ability of Libyan civil society organizations  to effectively address civic engagement , a key focus is placed on providing them with access to comprehensive information regarding Transparency and Oversight.
This information empowers Transparency and Oversight cluster members to actively participate in participating in oversight  and promoting transparency  processes Locally.

OBJECTIVES:

 
This project aims to Promote Awareness: Increase participants’ understanding of the concepts of transparency, accountability, and oversight in local governance, Enhance Knowledge: Familiarize civil society organizations (CSOs) with relevant legal frameworks, policies, and international standards that support transparency and oversight, Develop Skills: Equip CSOs with practical tools and techniques to monitor governance processes, track public expenditures, and report findings effectively, Support Action Planning: Guide participants in creating actionable and measurable plans for implementing oversight mechanisms at the local level.

Course Outline:

 

The training will be implemented over the period of three days, each day will include 7-8 training hours per day. Below is the suggested structure for the training, however it is subject to change based on both the analysis and observation of the trainer/s:

  1. Introduction and Objectives
    • Understanding the importance of transparency and oversight in governance.
    • Goals and outcomes of the training.
  2. Legal and Policy Frameworks
    • Overview of national and local laws supporting transparency and oversight.
    • International standards and best practices.
    • Tools for CSOs to monitor in compliance to legal frameworks.
  3. Tools and Techniques for Oversight
    • Conducting audits and monitoring public expenditures.
    • Overseeing municipal project (in service delivery ,paving street, solar lights )
    • Developing scorecards, social audits, and other participatory tools.
  4. Engaging Communities in Oversight
    • Promoting citizen participation in governance.
    • Facilitating dialogue between citizens and local authorities.
    • Building trust through inclusive and transparent communication.
  5. Action Planning
    • Developing localized action plans for CSOs to implement oversight initiatives back home.
    • Setting realistic goals, timelines, and resources.

TASKS (PERFORMANCE REQUIREMENTS)

 

  1. The trainer will prepare material for training and presentation slides in English and Arabic, and Agenda (PDF/PPT’S) using Taqarib templates.
  2. Prepare pre- and post-training questionnaires.
  3. Conduct a 3 Day training on Transparency and Oversight within local governance.
  4. Submit Back home action plan for Transparency and Oversight
  1. Submit a final report on the training including:
  • Training and presentation materials
  • Breakdown of training days agenda
  • Note on attendance.
  • Pre and post hard copy and analysis.
  • Outcome of training
  • Photos

 

DELIVERABLES

 

 Deliverable
1-     Agenda, training and presentation materials
2-     Pre and post training questionnaire
3-     3-day training sessions for one group of 12 participants ,and will take place in person.

The participants will be as follows: –

1-     12 CSO representatives for Transparency and Oversight cluster.

4-     Final report (Training and presentation materials

5-     Breakdown of training days agenda

6-     Note on attendance.

7-     Pre and post hard copy and analysis for each group separately.

8-     Outcome of training

9-     Photos)

 

 

 

 

 

REQUIRED QUALIFICATIONS

 

  • 35 years of progressive professional experience working in the field of raising awareness and capacity building , preferably in Local governance sector and community participation with special focus on Transparency and Oversight.
  • Bachelor’s degree in public administration or equivalent.
  • Local or international training experience is highly preferred.
  • Basic knowledge and understanding of local governance law and policies in Libya.
  • Understanding the local context of CSOs in Libya.
  • English language especially in writing
