In Libya, UN Women works to respond to the complex governance, humanitarian-peace-development nexus, and security challenges through its triple mandate. In line with UN Women Strategic Plan, and the Country’s Sustainable Development Cooperation Framework (2022-2025) UN Women support Libyan authorities to fulfill its national and international commitments to women’s empowerment. UN Women also provides key technical and coordination support to mainstreaming women needs and priorities in development and humanitarian action, in line with its recent admission as a full member of the Inter-Agency Standing Committee (IASC) in November 2022.

On 10 September 2023, Storm Daniel made landfall in Libya, causing severe weather conditions, including strong winds and sudden heavy rainfall affecting several northeastern areas of Libya. The storm immediately led to grave damage, including road network, disrupted communications, and electricity cuts. In Derna, two dams collapsed upstream from the city, releasing an estimated 30 million cubic meters of water through the city. The aftermath of the storm presents significant challenges for the populations affected. During the hours that followed the request for international aid, UN agencies and partners have received a series of requests for support, including food, water, medication, legal burial support, and technical expertise to assess infrastructure, among others. UN Women is in continuous contact with partners on the ground, including the municipality of Benghazi and women led CSOs (civil society organizations). Dignity kits and PSEA (Prevention of Sexual Exploitation and Abuse) concerns have been raised among the immediate needs’ requests. On the medium-long term, UN Women is also cognizant of the increased IDP (Internally Displaced Persons) needs that will emerge from the displacement ccaused by the floods.

Following the storm, the United Nations Disaster Assessment and Coordination promptly deployed to the region, coordinating support and relief efforts. UN Women, alongside other agencies, funds, and programs rapidly assessed urgent needs and provided support. A significant collaboration resulted in the launch of the Training of Trainers (ToT) program on integrating Sex, Age, and Disability considerations in Humanitarian Action (SADHA). This essential partnership began in late 2023 and will continue with two GIHA ToTs in Tripoli in July 2024. The ToT aims to enhance participants’ expertise in addressing women needs and priorities during crises and equipping them with strategies for inclusive training across Libya. With UN Women at the forefront, this GIHA ToT program aspires to empower professionals, enabling them to tackle these disparities and drive a holistic, impactful response that caters to the specific needs of women, men, boys, girls, and people with disabilities. This initiative is a joint collaborative effort with UNFPA, where their focus will be primarily on the protection and Prevention of Sexual Exploitation and Abuse (PSEA) in emergencies.

The consultant will report to the WPS Analyst and be supported by the WPSHA Officer, who will be the point of contact on the contract and payment issues. The ToT trainer be responsible for delivering the training session jointly with the humanitarian action trainer, he/she will be responsible for equipping the participants with practical skills and techniques that they can apply in their own training sessions, including best practices for humanitarian workers learning, while the Humanitarian action trainer will equip the participants with practical tools, guidelines, and frameworks for integrating women and girls needs and priorities into all stages of the humanitarian response, including needs assessment, and relevant international standards, policies, and frameworks related to inclusive humanitarian action.

 

Duties and Responsibilities

The consultant will be responsible for completing the following tasks:

  • Develop and provide detailed training materials, including manuals, presentations, handouts, and any necessary resources.
  •  Conduct engaging and interactive training sessions that cater to various learning styles and effectively facilitate group discussions, activities, and exercises.
  • Build the capacity of the participants to become effective trainers themselves, capable of delivering high-quality training sessions independently.
  •  Conduct assessments to evaluate participants’ understanding and progress and provide constructive feedback to help them improve.
  • Offer ongoing support and mentorship to participants after the training to ensure they can successfully implement what they’ve learned.

Consultant’s Workplace and Official Travel This consultancy assignment requires partial presence at UN Women Libya Office. As part of this assignment, there will be a maximum of 2 trips to eastern and/or southern regions of Libya .

Required Skills and Experience

Education

  • Master’s degree or equivalent in education, training and development, instructional design, adult education, or other related social science fields is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A certification in training methodologies, curriculum development, e-learning design, or adult learning principles certification would be an added ;

Experience

  • At least 5 years of progressively responsible work experience in designing and managing training programs in diverse cultural contexts, with a particular focus on adult education and capacity building; adept at overcoming challenges and achieving impactful outcomes;
  • Experience in developing and delivering interactive and effective training sessions is required;
  • Experience working with the UN or other international organizations is a strong asset;
  • Experience working with humanitarian INGOs is a strong asset;
  • Experience working in the MENA region is a strong asset;
  • Excellent English communication and writing skills; (Samples of previous work will be required.)

Languages

  •  Fluency in English and Arabic is required;
